Peabody, Jerry Fischer Absent: Joseph Filippetti Elected: Rob Brule, First Selectman; Susan Driscoll, RTM Moderator Staff: Kimberly Allen, Finance Director; Bigi Ebbin, Registrar of Voters; Paige Walton, Assessor; Alan Wilensky, Tax Collector; David Campo, Town Clerk; Rebecca Hall, Admin Assistant Finance Office/BOF Recording Secretary 1, _ Establishment of a quorum and call to order: A quorum was established and a call to order was established at 7:01 pm, March 16, 2026. 2, Public comment: Helen Kwasniewski, Quaker Hill submitted public comment in writing (attached to these minutes) ‘An opening statement regarding the budget process was made by Glenn Patterson, Chairman. Standing Motion: was made by Bill Sheehan and seconded by Michael Rocchetti to consider the budget requests without individual motions for each series and department to expedite the meeting. Robert Tuneski will make ‘motion on all budgets and Ann Peabody will second the motion. Vote: 6-0-0 Motion: Passed 3. Registrar of Voters Budget: Motion by Robert Tuneski and seconded by Ann Peabody to approve the Registrar of Voters budget request for FY26/27 in the total amount of $126,410. Vote: 6-0-0 Motion: Passed 4, Assessor Budget: ‘Motion by Robert Tuneski and seconded by Ann Peabody to approve the Assessor budget request for FY26/27 in the total amount of $351,260. Vote: 6-0-0 Motion: Passed Board of Finance Budget Minutes ~ March 16, 2026 Page 2 5. Board of Assessment Appeals Budget: Motion by Robert Tuneski and seconded by Ann Peabody to approve the Board of Assessment Appeals budget request for FY26/27 in the total amount of $5,693. Vote: 6-0-0 Motion: Passed 6. Tax Collector Budget: Motion by Robert Tuneski and seconded by Ann Peabody to approve the Tax Collector budget request for FY26/27 in the total amount of $233,609, Vote: 6-0-0 7. Town Clerk Budget: Motion by Robert Tuneski and seconded by Ann Peabody to approve the Town Clerk budget request for FY26/27 in the total amount of $271,688. Vote: 6-0-0 Motion: Passed 8 _ Representative Town Meeting Budget: Motion by Glenn Patterson and seconded by Michael Rocchetti to decrease line #53010 (Materials & Supplies) in the Representative Town Meeting budget request for FY26/27 by $400. Vote: 3-3-0 (No: Sheehan, Rocchetti, Tuneski) Moti : Failed Motion by Robert Tuneski and seconded by Ann Peabody to approve the Representative Town Meeting budget request for FY26/27 in the total amount of $17,802. Board of Selectmen Budget: ‘Motion by Robert Tuneski and seconded by Ann Peabody to approve the Board of Selectmen budget request for FY26/27 in the total amount of $207,470. Becky, This is what | would Glenn to read tonight's budget hearing My BOS comments: Helen Kwasniewski My concerns/issues and questions that | have and you board members should also take notes as well as actions. | notice the following while going through BOS budget request: 1. 2 assistances WHY 2. WHY are taxpayers paying for flowers to ONE graduating student. This should be coming out of the BOS members ‘own personnel POCKETS and NOT TAXPAYERS pockets 3. Too many departments have too many part-time assistance, this has to STOP. Thank you Helen Kwasniewski
