MINUTES BOARD OF POLICE COMMISSIONERS March 9, 2026 at 5:00 p.m. PRESENT: Commissioner M. Gelinas, Commissioner C. Gamble, Commissioner J. Dimmock ABSENT: Commissioner R. Brule, Commissioner T. Sheridan DEPARTMENT: Chief M. Balestracci, LT D. Ferland, LT N. VanOverloop, LT P. Flanagan, Admin. Sgt. M. Fedor, Traffic Officer M. Devine, Training Officer M. Bellos PLEDGE OF ALLEGIANCE CALL TO ORDER AND ESTABLISH A QUORUM: Commissioner Gelinas called the meeting to order at 5:00 p.m. in the Town Hall Auditorium. A Quorum was established. PUBLIC INPUT: Helen Kwasniewski requested additional patrols in Quaker Hill due to increased ATV, E-Bike and motorcycle activity in the area due to the recent improvement in the weather. She also requested action be taken on late-night loud music expected in the upcoming months from a local college. ACCEPTANCE OF MINUTES: MOTION: Made by Commissioner Gamble and seconded by Commissioner Dimmock to accept the February 9, 2026 Regular Meeting minutes. Motion passed. MOTION: Made by Commissioner Gamble and seconded by Commissioner Dimmock to accept the March 4, 2026 Special Meeting minutes. Motion passed. CORRESPONDENCE: None. TRAFFIC COMMISSION REVIEW: Traffic Report was received. CHIEF’S REPORT: a. K9 Reports for February February report was received. b. Youth Reports for February February report was received. c. Investigative Services for February February report was received. d. Training Report for February February report was received. e. Support Services Report for February February report was received. f. Patrol Report for February February report was received. g. Animal Control Report for February February report was received. h. Community Engagement Report for February February report was received. OLD BUSINESS: Police Commissioner Association - LT Ferland provided information on the Police Commissioners Association meeting schedule and locations for the Commissioners’ consideration regarding potential membership. After discussion, Commissioner Gelinas agreed to inquire about attending a Zoom meeting before making a decision on membership. NEW BUSINESS: a. Flock Discussion —LT Ferland shared information regarding how the WPD handles information received from Flock cameras. He outlined the internal measures the department has implemented to ensure compliance with existing polices and to prevent potential misuse of information. LT Ferland also discussed language that will need to be incorporated into future contracts with Flock. b. Executive Session MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gamble to enter into Executive Session including LT Ferland at 5:23 p.m. Motion passed unanimously. The Board came out of Executive Session at 6:27 p.m. No votes or actions were taken while in Executive Session.
