Committee Report with Recommendation and yearend report — October 5, 2020
Waterford Code of Ordinances, Chapters 2.20 and 2.58 and Chapter 15.26
Please let this report serve as a report on Blighted Property Ordinance Chapter 15.26 of the Waterford
Code of Ordinances and the yearend report from the Public Works, Planning, and Development
Committee of the RTM.
BACKGROUND
At the June 1, 2020 meeting of the Representative Town Meeting, the Planning Director, Public Works
Director, and Town Attorney submitted an amendment to sections 2.20 and 2.58 of the Waterford Code
of Ordinances for review. The amendment proposed the facilities manager position be moved from the
Planning Department to the Department of Public Works. The committee was also tasked with
reviewing the current Blighted property ordinance Chapter 15.26 of the Waterford Code of Ordinances.
SUMMARY
This committee met August 17, 2020, September 16,2020 and September 30, 2020. Public hearings
were also held on September 16" and 30", 2020. These meetings included input from town attorney
Nick Kepple, Town attorney Rob Avena, and Director of planning Abbey Piersal. Committee members
also obtained input from residents and prior officials.
RECOMMENDATION
There were two recommendations from the committee to report. The first was an unanimous
recommendation to the RTM that the proposed amendment to the Waterford Code of Ordinances 2.20
and 2.58 included with this report be accepted and enacted so the ordinances reflect this change. The
second was an unanimous recommendation to the RTM the deletion of Chapter 15.26 ~ Blighted
Premises of the Waterford Code of Ordinances because the committee confirmed redundancy
under Zoning Enforcement and Property Maintenance rules.
