I spoke to my client earlier today. 
 
In terms of the historic preservation easement suggested by SHPO, my client would respond as
follows.
 
While we continued to disagree with the inclusion of the 21 Gurley Road property within the
National Historic District, we have nonetheless taken great pains to avoid altogether the site of the
former Alm’s House as delineated on the National Register application.  We have also commissioned
of a full archeological study of the remaining area of the property which is proposed to be developed
and found nothing of any historic significance.  In terms of the suggested easement, we do not
intend to provide it at this time nor would the Planning & Zoning Commission have the authority to
require it.  That being said, we would note that the proposed project will be required to obtain a
General Stormwater Permit from the CTDEEP and SHPO has a mandated role in reviewing and
commenting on that state application process.  We look forward to a continued discussion during
that approval process which is the appropriate forum to resolve this matter.
