Dear Mr. Wujtewicz: 
As requested, SLR International Corporation (SLR) has reviewed the Traffic Impact and Access Study (TIA) dated 
March 17, 2023, prepared by VHB for the Proposed Residential Development to be located on Willetts Avenue in 
Waterford, Connecticut. The complete comments letter will be sent out next week. Our preliminary comments are 
listed below: 
REVIEW COMMENTS 
Please find our preliminary comments below regarding the TIA for the proposed development of 216 residential 
units with a variety of one-bedroom and two-bedroom units and approximately 305 parking spaces.  
C1. The crash data represents the most recent three years (2020-2022), which includes the  
period  at 
the 
height of the pandemic. Crash Data Analysis should be revised to include the recent five  
years of data and 
the exact dates of analysis should be mentioned in the report.  
C2. Nearly 67% of the crashes were rear-end crashes. Reasoning must be provided regarding the 
 
occurrence of such crashes and whether it is related to the visibility of the signal heads? Standard 
 
‘Intersection Ahead’ warning signs are recommended on all approaches.  
C3. Please provide an explanation on why no other intersections upstream/downstream on Boston  
Post 
Road were analyzed as part of this study? Since, multiple high traffic generators exist within  0.25 mile of the 
analyzed intersection.  
C4. The 24-hour temporal distribution of the traffic volume data from the ATRs should be included in  the 
report and the morning and afternoon peak hours should be marked to distinct the peak hours.  
C5. Qualitative construction analysis and discussion should be included in the report, which mainly 
 
discusses the number of workers on-site, hours of operation, number of trucks in and out of the  
site,

number of cars/vehicles on-site and the parking situation for the vehicles on-site, during the  construction 
phase.  
C6.  The discussion on internal site circulation for school-buses and the pedestrian connections that  
are 
provided on-site should be included in the report.  
C7.  An explanation should be provided on how the journey-to-work data has been combined with the  existing 
travel patterns to arrive at the site traffic distribution.
