Dear Mr, Mullen:
Asraquested, Haley Ward, Inc. is plecised to provide this proposal. As discussed, the Town
would like for Haley Ward to design an overflow boat trailer parking lot in the Mago Point
boat launch area. As discussed, a previous, non-certified site plan was prepared by Beta
Group in 2018 and can be used as a concept plan to be reviewed and upgrades.
SCOPE OF SERVICES
1} Obtain Electronic Copies of Past Survey and Base Mapping - We have
assumed the Town. of Waterford will contact Befa Group, and obtain an
AufoCAD compatible file of the base map and survey plan, for our use.
2) Conceptual Design Plans- We will prepare craft copies of the following plans
for the Town's review:
- Title Sheet
- Demolition Plan
- Parking Lot Layout Plan
- Grading and Drainage Pian
- Landscaping Plan
- Lighting Plan
- Detail Sheets

Preliminary Plan Submittal and Cost Estimate —- We will submit a copy of our
plans, along with a preliminary cost estimate. We will meet with you and other
Town staff in person and obtain your comments.
4) Final Plan, Technical Specifications and Bid Quantities- We will incorporate
agreed upon changes into final plans, develop technical specifications and
bid quantities, and provide you with final documents suitable for bidding and
construction.
5) Additional Services - We have not included any permitting services, services
during bidding er construction in our scope. We can provide these on an hourly
basis upon request, or provide fixed fee estimates once the scope of these
services is better known. .
COMPENSATION
We propose to complete this work for a lump-sum fee of $ 25,500,

Hi Paul,
| called and spoke with Bill Macdonald from Adform Interiors regarding the bid for the project. We had a good chat
which included the following points:
¢ Adform has the experience and has done several very comparable toilet renovation projects.
* They have the bonding capacity and crews to do the project.
e Many of the trades will be performed by subcontractors. Adform has a small crew of self-performing workers, If
awarded, Bill will prepare a list a subs on the project.
«ifthe project were awarded this week, they could start In approximately 2-4 weeks.
* They can meet the 150 day schedule deadline and understand the “phasing” approach of the project.
* Adform will “double check” all aspects of the bid with the subs and confirm (within a week} that all scope items
are covered with no questions.
¢ lasked if they will hold their bid price for 60-90 days, or beyond, if the town takes a few months to award the
contract. Bill could not confirm or agree to that prior to checking with his team and subs. As a side note, on
most of our projects since spring 2021 contractors are NOT willing or able to hold thelr bid price for more than a
few weeks or a month due to inflation and supply chain issues,
Based on my conversation | would have no reservations recommending Adform Interiors of Manchester, apparent low
bidder, for award of the project.

Re: Additional Funding — Town Hall Bathrooms
The Department is requesting additional funding in the amount of $37,000 to award the
construction contract plus an additional amount of $20,000 for unforeseen conditions
bringing the request to $57,000 for the project to renovate the toilet facilities at Town
Hall.
We received 7 bids which ranged from $347,000 to $1,425,000 (see attachment 1). Of
the 7, there was tight bidding around the low bidder's bid at $347,000, so we are
comfortable with the price. The contractor references were checked and they are
acceptable. Funding available for the project is $310,000 in line items 20511-57879 and
31120-55852. The additional funds should go into 20511-57879.
| am asking for the contingency funds to address unforeseen conditions once work
starts. It is advantageous to have the funds available to handle the issues without
having the contactor stop work. issuing a stop work order costs the owner money due to
contractor claims.
| had already requested additional funding for this project based on the Architect's
recommendation that his estimate of probable construction cost of $270,000 be
increased by 10-15% due to market conditions (See attachment 2). 1 used the higher
percentage for that request. The actual low bidder was over 28% greater than the
architects estimate.
The project to renovate the toilets is not only renovating the entire toilet rooms but also
includes installing new waste piping throughout the entire building. Walls and ceilings
must be opened to chase the waste piping to its exit from the building. Twenty eight
fixtures will be installed, some code compliant, that will bring the building into
compliance.
The bidders must hold their bids for 90 days.
If funding is rejected, bids will be rejected and we will continue with addressing issues
with the plumbing as they arise.

Re: Town Hall Bathrooms
Issues with the condition of the surfaces and fixtures in the toilet rooms at Town
Hall had been identified as far back as 2018. The plumbing fixtures are original
to the building and over the years, the cast iron drain piping has narrowed
causing fixtures to overflow, damaging the floors and cellings below the second
floor toilet rooms. Rooms on the first floor have poorly draining fixtures and were
placed out of order,
There was an opinion of construction cost prepared in 2018. That work was only
for renovations, did not address the ADA requirements nor the need to replace
the drainage piping within the building to the current PVC sewer service lateral.
That cost was $175,000.
With the existing approved funding, the design has been completed and the new
estimate ($270,000) was prepared in December 2021. The project will address
all the toilet rooms by using the existing foolpriil to provide ADA fixtures (tollets,
sinks, mirrors, and urinals), new partitions, floors and walls. Energy efficient
lighting will be added. The ventilation and ceilings in general will remain,
Today, the Architect recommends that opinion of construction cost be increased
10 ~ 15% due to volatile market forces. (Hurricane lan may also puta strain on
the supply chain but that is unknown). The opinion of construction cost now
stands at $310,000.
Currently funds were appropriated (CIP) in July 2019 and July 2020.
Unencumbered is a total of $97,910.
The Department is requesting that:
° Request that account 31121-55852 along with the designated funds of
$25,000 be maved to a new CNR project.
° Request to approve an additional appropriation of $217,000 to be added
to the existing designated $25,000 for the new CNR project.
« Request funds be moved from designated to appropriated in the new CNR
project number (total $242,000 to be appropriated)

The request is being made outside the budget for the following reasons
* The plans and specifications are ready to place out to bid.
* Placing this request in the normal cycle would place this project in with schools
lining up their summer work, This may put us at a disadvantage in securing
multiple bids or reasonable pricing.
* The issues with the plumbing have been known since 2018 and the condition is
not getting any better.
We ask to please be included on the next Board of Selectman meeting scheduled for
November 1, 2022.

The Town of Waterford retained Silver Petrucelli and Associates to review the
existing Town Hall toilet room layouts & conditions. Schematic plans were
developed based on the existing floor plans and field observations, culminating in an
estimate prepared on 11/9/2021 for proposed toilet renovatlons, as well as main
entry door upgrade and egress stair enclosure,
The team of architects and engineers recommends replacement of the hundred-year-
old piping systems serving the toilet rooms, ‘The original piping is near the end of its
useful life, The average lifespan of plumbing piping is considered to be 50-70 years,
after which replacement is typically undertaken. Replacement includes pipe
connections in the tollet rooms, shut off valves, vertical stack piping withing the
chase walls and piping runs / hangers within. the existing tunnel network,
To access concealed piping the existing chase walls will be removed and rebuilt.
New chase walls are proposed as galvanized steel stud framing with moisture and
impact resistant drywall, finished in a ceramic tile wall wainscot. Access panels will
be added to accommodate future maintenance needs, Plumbing fixtures should be
replaced with durable commercial grade models which also meet all accessibility
standards,
The existing toilet rooms do not meet current code accessibility standards, Doors,
hardware and existing clearances at the entrances of the multi-fixture rooms are
deficient, There are no accessible toilet stalls or grab bars. Floor recessed urinals
are no longer code compliant. Toilet room lavatories are generally not at the correct
height, lack accessible knee space clearances and piping is not insulated. New
schematic toilet room layouts will meet all accessibility requirements with minimal
changes to the overall room sizes. The building currently meets the code required
plurabing fixtare count for toilets and lavatories, and will in the proposed schematic
toilet room layouts which create accessible stalls in each room,

Rounding out the proposed toilet renovations would be new energy efficient lighting
and outlets for cleaning and maintenance convenience. Ventilation has recently
been upgraded. and {s not proposed to change during renovations. Existing heater
operation will be confirmed and reconnected following updates to the surrounding
finishes, flooring and walls, The floors proposed are new ceramic tile and the walls
as partial height wainscot tile.
Durable epoxy paint and new toilet accessories, such as soap and paper towel
dispensers, will refresh the look of the renovated toilet rooms.
Construction pricing has been volatile in the second half of 2021. Material supplies
and availability have been inconsistent causing price spikes and schedule delays,
adding to typical construction inflation, The current estimates for the toilet room
renovations as noted is approximately $270,000.

Neither Is the amount of time we will receive it. The sight plan shows two data centers, Thelr Attny. McCoy said possibly
four more. Canstruction originally was to last two years. Attny Mcoy said four. We don't really know what we are
agreeing to. They have never built one before, so they either don’t know, or aren’t being transparent.
There are no guarantees how long data centers will remain viable. This industries products quickly become obsolete.
Tech target.com says “By 2025, 85% of enterprises will shut down their traditional data centers,”
We foose taxes Milistone now Pays on tax exempt data center land. Property values in area neighborhoods drops, along
with their taxes, because of the noise, air and water pollution. Birth rates and school enrollments are going down, so
there’s no need to raise taxes.
There are more documented losses due to data centers than guaranteed gains. Existing large centers have only
generated twenty jobs, yet generated elevated heat, noise and E waste into the environment.
Groton voted NO because “when one considers the cost in the predictable degradation of air quality, water resources,
noise levels, and almost certainly, loss of health.” Data centers are Proven to cause hearing loss, hypertension, increased
stress and cortisol. Don’t put a price on Waterford residents mental and physical health, ,
le money we are supposed to gain is not a fixed amount,

| am writing to express my concern and disappointment over the towns enthusiastic
support for the proposed data center. As you well know, this canter was rejected by
Groton for many of the reasons it should have been rejected by Waterford:
1. The Data Center would displace animais living in the woods and wetlands.
2. The proposal does not address how the data center will mitigate damage to wetlands
which feeds Cranberry Pond?
3. The proposal does not say how the very hot water generated by the data center will
be cooled. Cooling towers? Dumping it into the wetlands? Directing it to Niantic Bay?
if the intent is to recycle the water it must be cooied and coolers and water pumps
generate a lot of noise. If fresh water is used, does New London have the ability to
supply fresh water from their reservoirs? Current water management requires East
Lyme to replace water from their wells during the off season. Will the Data Center be
allowed to drill its own wells, virtually sucking the water out of the wetlands?
4. How will noise be controlled? Mr Brule suggests there will be no diesel generators
allowed at the data center, but will Dominion install more diesel generators to
support a power outage that would affect the data centers operation? Those
generators would be very close to the residents on Gun Shot Rd., who already have to
listen to the daily noise of Daminion's operation. How will noise be controlled if cooling
towers, pumps and coolers are used? Has the method of noise control been tested at
other facilities? How will base line noise be tested? Will the tests occur when Dominion
is in full operation? Will the town hire sound engineers to do the test or will it rely on
the data center to test? (we wouldn't want the fox to guard the chicken coup, right?)
5. Will a performance and payment bond, be required to ensure the data center
builders construct a quiet and environmentally safe facility? Will the bonds be large
enough and require the bonding companies to step in if environmental and sound
criteria are not met? Will residents have recourse on those bonds?
§. Finally, can the town trust this developer to do what it has to do to create an’
environmentally friendly noise free facility? Montville got stung by this group and Quinn
and company are currently in court for lawsuits totaling millions of dollars. Who
is financially bankrolling this project? The town has a right to know. Is it Dominion?
They have the most to gain and can support the data center logistically with power by
adding diesel generators in the event the nuciear plants go off line.
7. Finally, the fee proposal in lieu of property tax should be of concern. What if the data
center doesn't pay? What liens would the town have on the property and facility?

New Construction
Naming of New and Existing Schools, Facilities and Fields
It is the sole responsibility of the Waterford Board of Education to establish names for school
buildings, components of buildings and school grounds, as long as such facilities are used for
educational purposes. The naming of school buildings shall remain and be in keeping with tradition
for geographical areas within the Town.
It is not the intent of this policy to encourage the naming of a component of a school building. The
Board of Education reserves the tight, however, to determine the need and appropriateness for
naming or renaming any component (facility) of a school building. Component/facility is defined
herein as any area inside or outside of a school building, including but not limited to: offices, media
centers/libraries, classrooms, cafeterias, gymnasiums (field house), athletic fields, and amenities,
concession stands, press boxes, garages, etc.
The decision for the naming of a component/facility of a school building will be based upon the
Board’s assessment of the special significance of the service of the individual for whom the
component is being named. A proposal to name a component of a building shall meet additional
criteria: the component shall typically be representative of a curricular discipline to which the
individual has made a significant contribution. The individual shall be of exemplary character and
have made an extraordinary contribution to education,
The Board of Education will establish guidelines for the process of naming a component of a school
building that will include input sought from the community,
The naming of a component of any school building shall require a majority vote of those present and
voting at a Board of Education meeting for which the naming of the component of the school
building was included on the agenda. The rescission or renaming of a component of a school
building shall require a two-thirds vote by the entire Board of Education.

New Construction
Naming of New and Existing Schools, Facilities and Fields
The decision to name a component/facility of a school building after an individual will be based
upon the Board’s assessment of the exceptional service the individual provided. Such recognition
requires substantial support and comprehensive review, In addition, the component shall typically
be representative of a curricular discipline and the individual shall be recognized as appropriate to
that component/facility. The naming of a component/facility after an individual shall be one who:
1. has attained prominence locally;
2, is an important name in education, science, art, music, government, political science, military
achievement, or sports;
3. is a Waterford Public Schools’ former employee who served in excess of ten years, and who
has made major contributions to the district above and beyond his/her professional
obligations, and has been separated from compensated service for a minimum of two years.
The process for naming a component/facility of a school building shall be initiated by a presentation
to the Board of a petition representing the signatures of at least one hundred (100) registered voters
of the Town of Waterford. Once initiated, the Chairperson of the Board of Education shall select a
subcommittee for the purpose of reviewing the proposal. The subcommittee shall consist of the
following individuals:
+ The Chair of the Board of Education (ex-officio)
+ The Superintendent of Schools (ex-officio)
« Two (2) members of the Board of Education
++ One (L) administrator
+ One (1) teacher
One (1) parent of a student enrolled in the Waterford Public Schools
« Two (2) residents of the community not represented above
« Such other individuals as may be designated by the Chairperson as having special expertise
in the curricular or other special area pertinent to the component/facility
The Board of Education shall make public notice of the formation of the subcommittee and its
charge for the purpose of encouraging representative communication. The initiator of the request
shall bring before the subcommittee the following documentation/exhibits related to the nominee:
« Evidence of the individual’s outstanding achievement
Resume of the individual’s public service
- A Minimum of ten (10) letters of recommendation for naming a component/facility after the
individual
The subcommittee shall validate the documentation and meet with any and all individuals or groups
it deems appropriate. The Superintendent will conduct a background check through the Waterford
Police Department and report findings to the subcommittee. The subcommittee will present its
recommendation to the Board of Education in accordance with Board of Education bylaws and
policies.

Once an individual has been recognized in this manner, renaming of the facility shall not be
permitted except as described herein, However, a component/facility may be renamed should
substantial evidence be provided that would indicate that such recognition is no longer appropriate.
In such event, a subcommittee of similar structure as outlined above would be established by the
Board Chairperson for review. Action to remove this recognition would require a two-thirds vote by
the entire Board of Education.

On behalf of the Connecticut Municipal Animal Control Officers
Association (CMACOA) we would like to take this opportunity to
recognize your Animal Control Officer Allison Ryan and Officer Robert
Yuchniuk for their hard work and dedication to our profession. Officer
Ryan and Officer Yuchniuk have served their community with
compassion and professionalism, putting the wellbeing of the animais
in their care at the highest priority. This week is Animal Control Officers
appreciation week and we are taking the time to thank the Animal
Control Officers of this state for all the hard work they do throughout
the year. Thank you for being outstanding Animal Control Officers and
