1. Call to Order & Roll Call-First Selectman Brule called the meeting to
order at 5:00pm

3. Public Comment: NONE
MOTION by Nazarchyk, and seconded by Brule, to move agenda items #9 to # 4
and #10 to #5 on the agenda VOTING IN FAVOR: unanimous VOTE:2-0
4. Public Works: To consider and act on a recommendation from Public Works
Director, Gary Schneider, to accept Seaview Terrace as a Town Road, pending
final review of documentation by the Town Attorney and forward to the RTM.
MOTION by Nazarchyk , and seconded by Brule, to amend motion # 4, VOTING
IN FAVOR: unanimous VOTE:2-0
4. Amended MOTION by Nazarchyk to read as, Public Works: To consider a
recommendation to the RTM to accept Seaview Terrace as a Town Road, pending
the favorable recommendation of the Planning and Zoning Commission and the
final review of documentation by the Town Attorney.
MOTION by Nazarchyk, and seconded by Brule, VOTING IN FAVOR:
unanimous VOTE:2-0

5. Public Works: To consider and act on a recommendation from Public Works
Director, Gary Schneider, to accept Kathryn Court as a Town Road, pending final
review of documentation by the Town Attorney and forward to the RTM.
MOTION by Nazarchyk, and seconded by Brule, to amend motion #5, VOTING
IN FAVOR: unanimous VOTE:2-0
5. Amended MOTION by Nazarchyk to read as, Public Works: To consider a

7. Finance Department Bid Waiver- Treated Salt-To consider and act on a
recommendation from Rawle Dummett, Purchasing Agent, to approve a Bid
Waiver for Eastern Salt Company. Funds would be available from line item 10130-
55010 Town Aid Roads Improvement.
MOTION by Nazarchyk, and seconded by Brule, VOTING IN FAVOR:
unanimous VOTE:2-0
8. Finance Department Bid Waiver- Assessor’s Office-To consider and act on a
recommendation from Rawle Dummett, Purchasing Agent, to approve a Bid
Waiver for Federal Appraisal LLC in the amount of $37,000. Funds would be
available from line item 20501-57639 Re-evaluation.
MOTION by Nazarchyk, and seconded by Brule, VOTING IN FAVOR:

9. Youth & Family Services: To consider and act on a request from Youth & Family
Services Director, Dani Gorman, for a FY22 additional appropriation in the total
amount of $52,536, $48,803 to line item # to 10119-51210 and $3,733 to 10119-
51910 and to forward to the Board of Finance.
MOTION by Nazarchyk, and seconded by Brule, VOTING IN FAVOR:
unanimous VOTE:2-0
10. Youth & Family Services: To consider and act on a request from Youth &
Family Services Director, Dani Gorman, for a FY22 additional appropriation in the
amount of $14,189 for the entire amount to line item #10119-51210 and to forward
to the Board of Finance.
MOTION by Nazarchyk, and seconded by Brule, VOTING IN FAVOR:
unanimous VOTE:2-0
11, Public Works: To consider and act on a request from Public Works Director,
Gary Schneider, for a FY22 additional appropriation for Road Projects in the
amount of $1,893,169 and to forward to the Board of Finance.

unanimous VOTE:2-0

12, Public Works: To consider and act on a request from Public Works Director,
Gary Schneider, for an additional appropriation in the amount of $37,901.45 to
reimburse the State of CT for the overpayment to the Town of Waterford for the
Local Bridge Grant Program and to forward to the Board of Finance.
MOTION by Nazarchyk, and seconded by Brule, VOTING IN FAVOR:
unanimous VOTE:2-0
Amend MOTION by Nazarchyk, and seconded by Brule, to correct the amount
the dollar amount to reflect corrected amount in motion #13 from 56,650 to 59,650
and correct the line number per the Director of Finance recommendation, VOTING
IN FAVOR: unanimous VOTE:2-0
13. Public Works: To consider and act on a request from Public Works Director,
Gary Schneider, for an appropriation in the amount of $59,650 from Capital and
Non-recurring designated line item #20501-57788, line description: Community
Center HVAC Control Separation and forward to the Board of Finance.

14. Information Technology: To consider and act on a request for Inter
Department Transfers FY22 from the Finance Director, Kim Allen, in the
total amount of $187,560.

15. Appointments and Resignations:
15a. To consider and act on the appointment of Jennifer Kohl (D) to the Flood &
Erosion Commission to fill the term from 2/28/2018 -2/28/2023.

15b.To consider and act on the re-appointment of John J, O’Neil (D) to the
