Sec. 7-159b — Pre-application review of use of property. Notwithstanding any other provision of the general statutes,
prior to the submission of an application for use of property under chapters 124, 126, 440 and 541 or any other provision
of the general statutes authorizing an authority, commission, department or agency of a municipality to issue a permit or
approval for use of such property, such authority, commission, department or agency or authorized agent thereof may
separately, jointly, or in any combination, conduct a pre-application review of a proposed project with the applicant at
the applicant's request. Such pre-application review and any results or information obtained from it may not be appealed
under any provision of the general statutes, and shall not be binding on the applicant or any authority, commission,
department, agency or other official having jurisdiction to review the proposed project.

5. Statement of Use:
The Town of Waterford is proposing to construct universally accessible pathways, pickleball
courts, a shade pavilion and water quality improvements at the Civic Triangle site located at 184
and 174 Boston Post Road and 49, 35 and 15 Rope Ferry Road in Waterford, CT. The 5 subject
parcels noted above are comprised of approximately 23.38 acres.
The purpose of the proposed activity is to improve the water quality of the existing pond resource,
enhance native wetland and upland plantings, provide environmental education resources, provide
additional active recreation opportunities with the installation of 2 pickleball courts, provide a 375
square foot roofed pavilion for picnicking, and improve universal access to and throughout the
park. Once complete the park will continue to operate from dawn to dusk.
6. Statement of Design Compatibility:
The current use of the property is a public park and it will remain as such after this project is
completed. However, the proposed pedestrian walkways, boardwalk and bridges will provide
universal access for all individuals to portions of the property that were previously inaccessible.
Multiple pedestrian access points are being added to the park and will be located at the Library,
Town Hall, Rope Ferry Road, and the existing playground.
7. Consistency with Adopted Plan of Preservation, Conservation and Development:
This proposed project is in alignment with the 2012 Plan of Preservation, Conservation and
Development. The proposed project will not change the use of the property, it will remain and
be preserved as a public park/public open space.
The existing pond and inland wetlands are important natural resources which will be preserved
and enhanced as a result of this project. The disturbance and proposed work within the regulated
areas are generally temporary and work limits have been minimized to the greatest extent
possible. As the result of the improvement, the project will improve the quality of the
environmental resources on site. The site has been designed to minimize the impact on the
environment as follows:
e Areas of new impervious surfaces have been minimized to the greatest extent possible with
no increase in directly connected impervious areas.
e The design incorporates Boardwalks as the walking surface when traversing sensitive areas
to significantly reduce permanent disturbances.
e Existing drainage from Route 1 and the Town Hall parking areas will be collected and
treated in a new Sediment Forebay prior to discharge to the Pond.
e Clearing and grubbing is minimized to maintain native vegetation on site. Existing natural
wooded buffers will be maintained along the inland wetlands as recommended by the
JBWMP with the addition of native trees, shrubs, plantings, and seed mixes.
e The existing Pond will be dredged to remove sediment, increase average depth, and
improve water quality.

There will be no adverse environmental impact from the project. Any potential impact of the
project is related to short-duration construction activities. The potential environmental impact of
these temporary disturbances will be mitigated through the proper installation and maintenance
of erosion and sedimentation controls.
The proposed universally accessible trails will further enhance the open space by allowing more
of the community to access portions of the park that were previously inaccessible. Interpretive
panels describing the various wetland habitats will be installed around the pond providing
educational opportunities for all visitors of the park. These elements combined will enhance the
quality of life for the community.
