Dumped Couch at 48 unit Condo Development with owners and renters, U-22-14 109R & 131 CLARK LANE PUBLIC HEARING 01-26-23 EXHIBIT# 6&7 "Lig (Fal su) To: Conservation Commission, Town of Waterford From: Christine Haase — current Clark Lane resident Permit # C22-14 February 23, 2023 Problems with Development and adverse effects to Wetlands: 1. Ditch diverting ground water will adversely affect hydrology in upland review area and effect the wetlands explained by soil scientist Sigrun Gadwa 2. How will the mosquitos be mitigated since they commonly bring diseases and even nontoxic juvenile treatment for still affect the other wetland insects and the food chain 3. During a major storm huge quantity of water going in and going out causing shallow swales and gully formation which release sediment to the wetlands and carries pollutants. 4. Very expensive to change out median of basin. Basin is limited in sediment removal and will have increase clogging of bio retention basin due to silt soil with Stormceptor which then releases pollutants to the wetlands. 5. Rain Gardens should be added + green space: Too much crowding and no green spaces. The raingardens will add this to the development and provide aesthetic function plus they will help reduce the frequency of maintenance on basins since they will handle some of the water. Due to the existing high-water table which was noted in all the experts’ reports reducing the volume of water 30% to 40% would make sense. Too much up and down on the water table is not good and there has been no infiltration test done or mentioned. 6. Turtles are noted to be possible in the site by experts SLR, Sigrun, and Mr.Theroux and We would request not using heavy machinery that could run over them when grading and using brush hogging and hand held saws in that area. 7. Vernal pools noted in New London side of parcel but no study has been done for New London or Waterford how far away are they 300 ft 500 ft? and are there any on the Waterford side? They should be protected. | think a vernal pool study should be completed. 8 Amphibian study was suggested by SLR and Sigrun Gadwa and should be done during April/ Spring time frame to be most accurate. 9. Bulky waste pickups? How will you address this what will be the schedule? Oil changing in driveways what will be the rules where will they dump the oil will you provide a place for this? Pet waste pick up rules. Pest control and poisons? These are all things that will affect the wetlands if not managed. There is a different level of stewardship due to renters verses owners.
