Dear Planning Director Mullen:
Please be advised that this office represents HQCA Energy Solutions, LLC, a subsidiary of
Hanwha Q Cells America Inc., who are developers of battery energy storage systems. This letter
is being sent to inform you that HQCA Energy Solutions, LLC intends to develop a 4.0-
megawatt (“MW”) battery energy storage system to be located at 40 Norwich Road, Waterford
Connecticut identified by the Town of Waterford Assessor as Parcel 498600 (“Property”).
In connection with this proposed project, HQCA Energy Solutions, LLC will be filing a petition
for declaratory ruling with the Connecticut Siting Council on or after March 27, 2024, seeking
the Council’s approval of the battery energy storage facility at the Property.
Once filed, a full digital copy of the initial Petition will be provided to the Town of Waterford
and the Town of Montville. A full hard copy will be provided to the Town of Waterford and the
Town of Montville if so requested. In addition, an electronic copy of the Petition will be
available on the Siting Council’s website at www.ct.gov/csc. Should you have any further
