Establishment of a quorum and call to order: A quorum was established and a call to order was established at 7:00 pm, December 9, 2020. 2. Public comment: No public comment. 3. Election of Chair: Ronald Fedor was nominated to be the Chair. Motion by Tali Maidelis and seconded by Glen Patterson to approve the motion. Motion by John Sheehan and seconded by Mark Geer to move that nominations be closed. Vote: 6-0 Motion: Passed 4. Election of Clerk: Mark Geer was nominated to be the Clerk.* Revised to reflect that Mark Geer was nominated to be the Clerk and not the Chair. Due to clerical error. Motion by Ronald Fedor and seconded by Tali Maidelis to approve the motion. Motion by John Sheehan and seconded by Tali Maidelis to move that nominations be closed. Motion by John Sheehan and seconded by Glenn Patterson to approve the special meeting minutes of November 18, 2020. Vote: 6-0 . Motion: Passed 6. Review and approval of the Board of Finance budget for FY2022. Motion by Mark Geer and seconded by John Sheehan to approve the budget as stated. Motion by John Sheehan and seconded by Mark Geer to change the office supplies line 10103-53010 from SO to $60. Vote: 6-0 Motion: Passed Motion by John Sheehan and seconded by Tali Maidelis to move that a new budget total be $65,547. Vote: 6-0 Motion: Passed 7. Review and approval of the Contingency budget for FY2022 for $265,000. Motion by Mark Geer and seconded by John Sheehan to approve the budget as stated. Vote: 6-0 Motion: Passed 8. Review and approval of the Debt Service budget for FY2022 for $8,412,089. Motion by John Sheehan and seconded by Mark Geer to approve the budget as stated. Motion by John Sheehan and seconded by Mark Geer Vote: 7-0 Motion: Passed Appointment of Board of Finance member to serve on the Ad Hoc Committee to Screen Social Service Grant budgets for a term of one year December, 2020 to December, 2021. Motion by John Sheehan and seconded by Tali Maidelis Vote: 7-0 Motion: Passed Appointment of two Board of Finance member to serve to the RTM Long Range Fiscal Planning Committee for a term of one year December, 2020 to December, 2021. Kevin Petchark and Glenn Patterson nominated for the position. Motion by John Sheehan and seconded by Tali Maidelis. Vote: 7-0 Motion: Passed Old Business: Kimberly Allen: Updated the Board on the outstanding debt for the school construction project, current amount owed is just under $800,000. New Business: a. Kimberly Allen: Advised the Board that the Town has received $105,000 in State reimbursement for COVID-19 expenses. Additional funds from the State may be available. The Town’s FEMA submission has still not been approved. b. Nominate a Board of Finance member to the School Building Committee that will run through 6/30/2021.* *Revised to reflect that the term will end 6/30/2021 not 6/30/2020, due to clerical error. Liaison Reports: Glenn Patterson: Municipal Complex — we are on track for a temporary certificate of occupancy for the garage for the end of December 2020. All work is complete; however, landscaping, and the machinery for the wash bay units will be deferred until Spring. The canopy for the garbage trucks is done and we are in the final stages of finishing the project. The phase two remediation is now finished with one more sampling well to be completed with an expected balance of $150,000 to be returned to the Town.
