SERVICES PROVIDED: BATHYMETRIC SURVEY
This project involved a pre-dredge bathymetric survey of
a portion of the Connecticut River, adjacent to the Water
Pollution Control Facility, which processes wastewater from
New Britain, Berlin, Cromwell, Middletown, Newington,
Rocky Hill and Farmington, then discharges clean water into
the river. A survey was required for the proposed installation
of Tide Type Check Valves to existing outfall diffusers
connected to an outfall structure on River Road.
The survey was prepared to depict the existing river bed
topographic conditions, and performed using a one man
field crew using a hydrographic sounder and real-time
GPS equipment. Additional assistance was performed by
employees from Northeast Diving Services for limited water
access and piloting,

The City of Meriden, Connecticut developed this trail as an important community and regional asset. The Trail will
eventually join a larger river trail system, part of a vast network of bicycle / pedestrian paths, ultimately connecting
to the East Coast Greenway, stretching from Maine to Florida.
This section of trail, approximately 7,000 feet long, follows an abandoned trolley bed that traverses a natural geologic
phenomenon, the “Quinnipiac Gorge.” The trail begins at Oregon Road (site of the Red Bridge — listed on the Register of
Historic Places by the National Park Service) and heads west terminating just prior to the Cheshire town line. The trail follows
the old railbed, meandering along the Quinnipiac River through the Gorge created by years of erosive action by the river
on the highly erosive siltstone bedrock. Amenities along the way include scenic overlooks used as rest areas or observation
points and access ways to the river for fisherman. This popular trail attracts hikers, naturalist, sportsman as well as the casual
walker and families.

CONSTRUCTION ADMINISTRATION
The Quinebaug River Trail, Phase Ill is a continuation of a successfully
popular trail that was constructed as a part of the Route 6 reconstruction.
The trail itself is a key link in the much larger East Coast Greenway, a
pedestrian / bicycle facility stretching from Maine to Florida. Phase Ill is
approximately 16,000 feet long extending from joust south of the Little
League complex to the Plainfield Town line.
Important elements include coordination with adjacent property
ownerships, drainage, utilities, wetlands impacts, retaining walls and
two new steel span bridges. The Quinebaug River Trail parallels the
Quinebaug River requiring extensive coordination and obtaining several
permits from CT DEP. Archeological services were required for the
project to address the potential affect on significant cultural resources
~an ancient Native American fishing camp was uncovered within the
proposed alignment.

Brian Kent is a landscape architect and founding principal
of Kent + Frost Landscape Architecture. He began his
career in Athens, Georgia after graduating from The UGA
Schoo! of Environment Design in 1984. While practicing in
Georgia, he worked on plans for the 1996 Atlanta Olympic
Games, National Park Service cultural landscapes, campus
planning, urban streetscapes, parks, greenways and public
gardens. Since relocating to Connecticut in 1998, his work
has encompassed parks and recreation planning, mixed-
use master planning, trails and greenway design, public
and private gardens including the Mystic Seaport Museum,
Mansfield Town Square, Smilow Cancer Hospital Care Center
Healing Garden, and Bike/Ped/Complete Streets master
plans for Groton, Middletown and Portland, CT, 2019 projects
include a regional bike and pedestrian plan for southeast
Connecticut, streetscape re-designs in Canton and Chester,
and various projects at the US Coast Guard Academy, New
London, Groton, Stonington and Westerly, RI.
His professional work is based on solid research and analytical
techniques that integrates environmental, social, economic,
and operational requirements. He has particular expertise
in physical master planning techniques, land assessment,
grounds management, and use of design guidelines. Brian’s
experience provides him with a broad understanding of
multi-discipline project management and he routinely works
with architects, engineers, contractors, natural scientists,
resource managers, state, and local officials, nonprofit
organizations, and building committees. He is a registered
landscape architect in Connecticut, Rhode Island and
Massachusetts.
A founding board member and president of the adcovacy
group Bike Groton, he is an advocate for sustainable
communities that incorporate Complete Streets, low impact
development and historic preservation. Brian is Vice-Chair of
the Connecticut Bicycle and Pedestrian Advisory Board.

PLA, Project Manager
Timothy Magee is a project manager at Kent + Frost
Landscape Architecture, located in Mystic, Connecticut. He
began his career in Philadelphia, PA after graduating from
Temple University with a degree in Landscape Architecture.
While practicing in Philadelphia, he managed the design and
construction of projects including urban streetscapes and
plazas, athletic fields, public parks and gardens, residential
housing, and elementary and collegiate campuses.
Since relocating to Connecticut in 2014, Tim has continued
to build upon his project management experience through
the successful completion of a wide variety of projects
where creative design, attention to detail and problem
solving have been crucial to their success, His knowledge
of construction methods and documentation, specification
writing and ability to maintain close coordination with other
design professionals and clients is what sets him apart.
Tim’s love for nature, planting and sustainable design are
evident in all of his work. He believes that for landscapes

Associate Landscape Designer
Elisa is an associate landscape architect with Kent +
Frost Landscape Architecture. Since graduating from
the University of Connecticut in 2041 she has worked
in several states, including Pennsylvania, New Jersey,
and Connecticut. Her experience is broad, spanning the
realms of urban streetscapes, public parks and private
gardens.
Elisa’s intelligent design and graphic sense make
her an asset on any project that comes through the
office. Whether it’s an artistic rendering or technical
construction documents and specifications she masters
the balance required to guide a project fram concept
design to finished construction.
Elisa believes that there is value and potential in every
outdoor space. Whether the project is to preserve,
reuse, or create from scratch, with a thoughtful weaving
of sustainability, landscape context, and design any
landscape can become one to remember.

Mr, Ferrante has over forty years of professional experience as a project engineer responsible for design and
management of site/civil projects. He has extensive experience in site development and design, including
roadways, parking areas, water & sewer utilities, storm drainage, erosion and sediment control, and stormwater
control and quality facilities. He has prepared land use plans, feasibility studies, conceptual & final site plans,
hydrologic & hydraulic analyses, project cost estimates, specifications, project scheduling and logistic plans. Mr.
Ferrante is proficient in the use of AutoCAD, Hydraflow, HydroCad, TR-55/TR-20, Primavera P3 & Sure-Trak, and is
knowledgeable in HEC-HMS, HEC-RAS, NFF using regression equations, and other hydrologic & hydraulic software.

Mr. Ferrante has provided conceptual site design, construction logistic, site planning and design, utility
and drainage design for multi-million dollar projects in the public and private sector including residential
and commercial development projects ranging from 1 acre to 2200 acres. These design projects involved
preparation of design plans, specifications, construction documents, and reports for construction of
buildings foundations, water, sewer and other utilities, associated parking, resort and golf courses.
Mr. Ferrante provided site/civil design for a site development projects, major shopping centers through
out the country. These projects ranged from 110 acres to 240 acres, and involved the design of water,
sewer, other utilities, and associated roadway and parking. Additional project elements include wetlands
protection and reconstruction, erosion and sediment controls, environmental assessment, water and
sewer pump stations, and supporting State and Federal permitting. A hydrologic and hydraulic modeling
was provided for water quality, and stormwater management,
Mr. Ferrante prepared site/civil design, hydrologic and hydraulic analyses for Woodlands Resort, TX,
a site development project of approximately 2200 acres, consisting of a conference center & resort,
commercial, retail, offices and golf courses. This design project involved construction of a several
buildings, two small lakes and dam, water, sewer and other utilities, associated parking, and three golf
courses. Stormwater management, stormwater quality and irrigation plans were design & developed
based upon the hydrologic and hydraulic modeling.

Mr. Ferrante provided site/civil design for numerous municipal projects, including the Griswold Town
Hall/Police Department complex and various housing authorities throughout Connecticut. in addition to
the site/civil design for these projects Mr. Ferrante was involved in the hydrologic and hydraulic analysis
associated with the site improvements as well as the preparation of the Stormwater Management Report
used for submission to the various local approving/permitting agencies.
Mr. Ferrante has provided On-Call consulting services to the University of New Haven for various projects
and infrastructure upgrades throughout its campus in West Haven, Connecticut. Work effort includes
hydrologic & hydraulic analyses of the 250+ acre watershed, analysis of discharges into wetlands, analyze
existing drainage systems and update master drainage plan, and prepared permitting as required for
assigned projects including local wetlands, planning and zoning.
in addition to improvements to campus style facility expansion, Mr. Ferrante has extensive drainage
design experience with artificial turf fields. Integral to these projects were providing storm water quality
storm water management, and securing focal, state and federal permits.

Mr. Ferrante provided the site design for the Mohegan Tribe of Indians new 115,000 square foot
government center facility, including a training center for the Connecticut Sun WNBA Franchise. Work
included design of an approximately 3,500 linear foot access road, parking for over 200 vehicles, utilities
including water, sewer, electric and communications and outdoor play fields for various sports. The
project involved extensive site drainage with the inclusion of detention/retention ponds for stormwater
quality and quantity control including use of stored water for irrigation
Mr. Ferrante provided site/civil design for a site development project, Renaissance Falls, East Killingly, CT,
consisting of approximately 200 residential housing units, and 10,000 square feet of Retail/Commercial
Space. This project involved restoration/conversion of an Old Mill site along a mill pond and brook. The
project design included municipal water and sewer, and associated roadway and parking. A hydrologic
and hydraulic modeling was provided to control increases in stormwater volumes and peak flows, and
for stormwater quality.
Mr. Ferrante prepared site/civil design for a site development project, Bailey Hill Commercial Park, East
Killingly, CT, consisting of approximately 78,000 square feet of Commercial Space. This project involved
construction of two building containing 78,000 square feet of commercial space, 2300 gallon per day
on site sewage disposal system, sewage pump station, and associated parking area. A hydrologic and
hydraulic modeling was provided to control increases in stormwater volumes and peak flows, and for
stormwater quality.

Established New England Environmental Services in 1983 and Blackledge River Nursery in 1990.
Specialize in wetland delineations, wetland design and construction, wetland assessments, soil
investigations and construction supervision. Specific projects include:
* Conducted several thousand inland and tidal wetland delineations throughout Connecticut for
development projects using the state methodology. Performed several hundred federal wetland
delineations which required detailed soil and vegetation transects. Clients include private
individuals, corporations, non-profit organizations, state agencies, Mashantucket Pequot Tribe and

* Conducted numerous submerged aquatic vegetation surveys for docks and dredging permits.

Established Blackledge River Nursery which specializes in the propagation of native herbaceous
wetland plants. Six acres of wetlands were constructed to conduct research with created wetlands in
areas of construction, seed germinations, influence of fluctuating water levels on plant growth and
survival, soil requirements of aquatic plants and competition among aquatic plant species.
Performed numerous wetland assessments for development projects identifying functional values of
wetlands and impacts to the wetlands, including hydrology, water quality, sedimentation and
wildlife habitat. Present findings to Local, State and Federal agencies to obtain the necessary
wetland activity permits.
Conducted numerous Department of Environmental Protection (D.E.P.) Pollutant and Renovation
analysis for subsurface sewage disposal systems over 5,000 gallons per day. Analysis involve test
hole descriptions, permeability testing, determination of groundwater flow direction and gradient
and the design of septic fields to meet D.E.P. standards for hydraulic capacity and effluent travel
times.
As a Certified Professional Erosion Control Specialist, have developed and supervised numerous

Blackledge River Nursery
Blackledge River Nursery, 1989 - 1994
Designed and constructed four acres of wetlands including wet meadows,
shallow and deep water marshes. Sixty-three native herbaceous wetland
plant species are propagated in the created wetlands. Deep and shallow
water ponds were constructed for cold and warm water fisheries.
Fisheries structure included in ponds to enhance fisheries habitat.
Assisted Department of Environmental Protection Fisheries Unit in
placing boulders in the Blackledge River to create riffles and pools for
salmon. Ongoing research studies include experimentation with various
soif mediums for created wetlands, plant reproduction and survival rates
and competition among wetland plant species.
Mashantucket Pequot Tribal Land, 1993 ~ Present
Provided site testing, plant inventory, wetland system design, site
construction supervision, planting design layouts, plant installation, and
continual site monitoring and assessment to determine project success,
plant survival, growth rates and overall health and recovery of the natural
systems for all Tribal Wetland Projects and specifically:
e Creation of an eight acres wetland and deep water pond for the
purpose of development and enhancement of fisheries habitat.
Details included access channels connecting open water and marsh
areas, addition of various types of fisheries structures strategically
placed within the pond for cold water fish species.
« Restored several watercourse channels and associated wetlands
disturbed with the construction of bridges. Watercourse restoration
included bottom substrate and channel reconstruction to promote
stream aeration, reduce channel erosion and provide habitat and
cover for insects, small reptiles and amphibians.
e Designed and supervised construction of three wetlands created for
stormwater renovation. Wetland basin bottoms were carefully
contoured to encourage maximum stormwater flow contact but
minimize stagnant water conditions to reduce potential for mosquito
breeding. Native wetland plant species were selected for their
characteristics of pollutant uptake and soil stabilization and wildlife
habitat value.
These sites have been used for specialized training sessions sponsored by the
Mashantucket Pequot Tribe and conducted by Richard Snarski on wetland and
watercourse restoration techniques, water quality treatment benefits and design of
natural systems and wildlife and fisheries habitat enhancement methods utilizing
natural materials and specific design features. Attendees have included Federal,
State and Municipal Environmental Professionals as well as Private
Environmental Consultants.
