Activity to be Reviewed and/or Licensed The subject property is approximately 0.30 acres and consists of approximately 0.26 acres of upland soil, 0.01 acres of tidal wetlands and 0.03 acres of inland wetlands on site. on site. The 100-foot inland wetland upland review area (URA) extends into Niantic River Road and encompasses the entire property. Activity to be reviewed includes the installation of a new gabion retaining wall, placement of fill, and grading modifications within the URA. In total, approximately 0.05 acres of the 0.26 acres of upland soil on site will be disturbed by earthwork activities. The project improvements will require removal of trees, clearing, and earthwork to prepare the site. The downgradient edge of the gabion wall will be a minimum of 2.3 ft from the edge of the nearest wetland flag (W/F5). The existing topography at the base of the gabion wall will remain unchanged, and the wall will serve to protect the existing slope and the existing coastal resources on the slope from erosion. Therefore, no direct or indirect impacts to wetlands are anticipated as a result of the proposed improvements. An underdrain near the top of the slope was considered as an alternative to the proposed gabion wall, however, this option was not selected as the homeowner's have growing concerns that the unstable slope has already shown signs of erosion which may impact the structural integrity of the residence. The gabion wall will serve to stabilize the toe of the slope, and the fill material to be placed behind the wall will provide support for the existing building foundation. 7. Description of Proposed Activity The applicant is proposing to install a gabion wall. The purpose of the gabion wall is to terrace and stabilize the failing slope as a means of protecting the structural integrity of the existing single-family residence which was constructed in 1925 (per assessor card). I previously delineated the wetland boundary on the land. Wetland flags 1 through 3 delineate a tidal wetland boundary. Wetland flags 3 through 7 delineate an inland wetland boundary. The inland wetland is formed by a groundwater seep on the side slope. The vegetation in the inland wetland is approximately 85 percent Japanese Knotweed, which is an exotic invasive plant. Other plant species include Skunk Cabbage, Jewelweed, Jack-in-the-Pulpit, and Jewelweed. The proposal is to construct a gabion wall upgradient of the inland wetland. There will be no underdrain on the upgradient side to avoid affecting the groundwater hydrology. The gabion wall would not build hydrostatic pressure because it is not a solid wall. So, without an underdrain to redirect groundwater, the groundwater hydrology should be unaffected. The gabion wall should not impact the hydrology of the inland wetland.
