Re: Merging two CNR line items
On behalf of the Waterford Fire Services, | would like to request the merging of two lines in our Capital
Non-Recurring (CNR) Designated, under Hydraulic Equipment 20523-57826 & line 20523-57837 into one
project. This project is currently in the evaluating stage of current equipment, planning and needs
assessment for new equipment.

The Purchasing Agent respectfully seeks the Board's approval to dispose of the assets
listed below, in accordance with Town Property Ordinance, Chapter 2.112.020, as they
are either damaged, or have outlived their usefulness to the town. The damaged items
will be sent to the transfer station and the stools sold by auction on Gov Deals.

8 qualified operators
3 more in training as operators this season
Last inspection of W-92 by Coast Guard 2020
Coast Guard certified S&R training completed in June / July 2021 by operators.
Waterford is part of the South East Region 4 New London Port Area Marine Group.
Members are all actively committed to regular public safety patrols of the region’s port
zone waters to protect life and property of recreational boaters, commercial vessels,
while further defending the high value assets, critical infrastructure and key resources.
The Marine Group, made up from Fire/Rescue, Police agencies, Coast Guard,
Commercial Tow Company's.
Call volume for Waterford Marine units, 38 incidents in last three years, report included.
Most are listed as W- 93 Goshen, W-92 has responded and not deployed on incidents.
Manpower, equipment issues, training, are all reason why. (Need to be addressed).
Grants from FEMA (Port Security Grant) has come up. From grant application to an
award, build/design, train, in service unit is minimum 3-5 years out.
We are currently looking at a different motor available here in New England @ $28,000
- $31,000 ~
By purchasing this motor available to us it would give us time to apply for grants for
replacement and turn this over as another Town asset possible (Shellfish Commission),
three — five years out.

Discussion: The following residents recommended to the Town
Center Development Ad-Hoc Committee in conjunction with Town
Employees to act in an advisory role to the hired consultant.
Jennifer Bracciale, Miriam Wagner, Melissa Chiappone, & Traci
Santos.
The Town Center Ad-Hoc Committee will work with the consultant
to have a preliminary meeting to answer questions and to provide
feedback, provide information to the Board of Selectmen, and
provide additional suggestions/ideas to the consultant.
The Town Center Development Ad-Hoc Committee will have
meeting dates posted, meeting agendas posted and meeting

minutes posted. All meetings will be open to the public.

George “Bud” Bary requested to present three topics to the Board of Selectmen.
1) An old grease dumpster is in the stop and Shop parking lot. The dumpster isa
concern to residents who live in the area, attracts various animals and should be
removed. 2) To offer a recommendation to create a pedestrian town committee, to
address sidewalks and bike lanes that are needed in Waterford, referencing RT 85-
Clark Lane & US Route 1. Bud requested the town review of sidewalks in town
and for the town to look into options that may be available to increase the ability
for pediatricians to navigate from place to place in a safe manner by bicycle and or
walking. 3) a question if, 16 acres being developed on Clark Lane, may create the
need for additional town review if there will be a second exit leading out to Davis
Farm Road.
4, Human Resources: To Consider And Act On the following request for a Fiscal
Year 22 for an Out of Series Transfer from the Interim Director of Human
Resources, Christine Walters in the amount of $700.

expenses.
