July 27, 2022 Maureen FitzGerald Town of Waterford 15 Rope Ferry Road Waterford, CT 06385 Environmental Planner 1. Tidal wetlands occur along Oil Mill Road and inland wetlands along Gurley Road adjacent to the proposed utility installations in roadways. Appropriate ESC measures should be included on plans and in narrative for the protection of these resource areas. Silt fence has been added to along tidal and inland wetlands along Gurley and Oil Mill Rd 2. Extent of AE flood hazard area should be shown on the plan sheets. The sewer extension is partly within this flood hazard area. The flood hazard area has been added to the plans 3. Dewatering is anticipated to be required for utility trench work. Where will de-watering discharge be treated and by what means to avoid sediment impacts to the Niantic River and Oil Mill Brook? A detail sheet has been added to the plan outlining a dewatering plan. The intent of the plan is to provide a clear water discharge for trench dewatering activities, as necessary for the completion of the project. The means and methods are based on section 5-13 of the 2002 Connecticut Guidelines for Soil Erosion and Sedimentation Control. Any unforeseen problems that arise during construction should be solved based on these guidelines as well. 4. Proposal involves regulated inland wetland activity, an inland wetlands and watercourse permit is required. Wetlands application will be submitted CLA Engineers, Inc. Civil Structural Survey 317 MAIN STREET NORWICH, CT 06360 (860) 886-1966 (860) 886-9165 FAX 5. The project area lies within the Niantic River drainage area. Measures to minimize impervious surface area and mitigate stormwater impacts to the receiving water are required. All extra parking spaces have been removed from the plan to minimize impervious cover. 6. Parking spaces exceed the required number by 25. The amount of parking spaces has been reduced to the required number of spaces. 7. Site plan and site operation protocols should include controls for the outdoor storage and use of / disposal of pollutants to ground surface or drainage system components. There will be no outdoor storage of materials on this site. See note on sheet 2 of site plan 8. Construction sequence needed to address conversion of temporary sediment traps to permanent stormwater treatment basins and stabilization of stormwater basin soils to prevent erosion until adequate vegetative cover is established. Phased construction is recommended to allow completion of basins and stabilization of soils as buildings are completed. Minimum size requirements for temporary sediment traps should be provided. Construction sequence has been added 10. There is a concern the discharge from basin #2 may short-circuit the linear storage and discharge from the forebay. The basin outlet has been moved to ensure a larger detention time. 11. Site grading needs to provide access to the basin forebays and outlets for maintenance purposes. Review for each basin. Basins have been graded to allow for easy access of maintenance equipment 12. Stormwater narrative should also address inspection and maintenance of rain gardens and subsurface infiltration units Drainage narrative has been updated to reflect this. 13. Seeding notes, sheet 11 need to be revised to reflect proposed planting plan for project. Seeding note has been revised 14. Application should describe type of stormwater basins proposed and anticipated pollutant removal efficiencies. Discharge from this development is directly connected to the Niantic River. As previously requested, a narrative addressing how this proposed design meets the goals of the Niantic River Watershed Protection plan should be submitted. This information has been added to both the wetlands letter and the drainage report 15. Page H-11 of the hydrology report refers to “two permanent water quality basins”.
