SUPPLEMENTAL NARRATIVE
DETAILED DESCRIPTION OF PROPOSED ACTIVITY
The Town of Waterford is proposing to construct Universally Accessible Pathways and install Water
Quality Improvements at the Civic Triangle site located at 184 Boston Post Road in Waterford, CT.
The subject parcel is approximately 10.9 acres and is identified as Map 133 Lot 588 on Tax Assessor’s
mapping.
The proposed Universal Access and Water Quality Improvements consist of the following:
e Selective Clearing and Grubbing.
e Construction of a Sediment Forebay at the north end of the existing Pond to collect and treat
stormwater discharge.
e Dredging of man-made Pond to remove sediment, increase average depth, and improve water
quality.
e Construction of Universally Accessible Walk Paths Around the perimeter of the Pond
interconnecting existing pedestrian sidewalks and paths to the south and north.
e Construction of Universally Accessible Boardwalk along the east side of the Pond with
Interpretative Environmental Signage.
Installation of Native Wetland Plantings in and adjacent to Pond
Installation of Native Trees, Shrubs, Plantings and Seed Mixes in Upland Areas adjacent to
Pond.
Installation of Streetscape Trees and Plantings along Rope Ferry Road.
Streetscape and pedestrian path lighting.
e Temporary erosion and sedimentation control measures.
PURPOSE OF PROPOSED ACTIVITY
The purpose of the proposed activity is to improve the water quality of the existing Pond resource,
enhance native wetland and upland plantings, provide an environmental educational resource, and
improve universal access to and throughout the public park.
DESCRIPTION OF REGULATED AREA & ACTIVITIES
Inland wetlands and watercourses are located in the southern half of the site were field delineated by
R. Richard Snarski, Registered Profession Soil Scientist, Professional Wetland Scientist #1391. In
total, 2.96 acres of the site are inland wetlands of which approximately 1.44 acres are open water
associated with the Pond.
Proposed activities within regulated areas depicted and described on Sheet L-5.5 of the plan set
submitted as part of the application. The Wetlands Impact Table is provided below:

LIST ALTERNATIVES CONSIDERED
1, NO IMPROVEMENT
As stated above, the purpose of the proposed activity is to improve the water quality of the
existing Pond resource, enhance native wetland and upland plantings, provide an
environmental educational resource, and improve universal access to and throughout the public
park. The potential alternative of “no improvement” would not be a feasible or prudent
alternative.

2. REDUCED SCOPE OF WORK
Most of the impacts associated with the improvements are temporary. Permanent disturbances
are related to the construction of Universally Accessible paths and walks to provide suitable
access for public throughout the park. Reduction would not meet the purpose of the project
and is not a feasible or prudent alternative.
ENVIRONMENTAL IMPACT
The disturbance and proposed work within the regulated areas are generally temporary and work limits
have been minimized to the greatest extent possible. The completed project will improve the quality
of the environmental resources on site, therefore there are no prudent or feasible alternatives that would
reduce the environmental impact of the project. The site has been designed to minimize the impact on
the environment as follows:
e Areas of new impervious surfaces have been minimized to the greatest extent possible with no
increase in directly connected impervious areas.
@ The design incorporates Boardwalks as the walking surface when traversing sensitive areas to
significantly reduce permanent disturbances.
e Existing drainage from Route 1 and the Town Hall parking areas will be collected and treated
in a new Sediment Forebay prior to discharge to the Pond.
e Clearing and grubbing is minimized to maintain native vegetation on site. Existing natural
wooded buffers will be maintained along the inland wetlands as recommended by the JBWMP
with the addition of native trees, shrubs, plantings, and seed mixes.
e The existing Pond will be dredged to remove sediment, increase average depth, and improve
water quality.
There will be no adverse environmental impact from the project. Any potential impact of the project
is related to short-duration construction activities. The potential environmental impact of these
temporary disturbances will be mitigated through the proper installation and maintenance of erosion
and sedimentation controls.
APPLICANT CERTIFICATIONS
e No portion of the property is located within 500-feet of the boundary of an adjoining
municipality.
e No Traffic attributable to the completed project on the site will use streets within the adjoining
municipality to enter or exit the site.
e Nosewer or drainage from the project site will flow through and impact the sewage or drainage
system within the adjoining municipality.
e No water run-off from the improved site will impact streets or other municipal or private
property within the adjoining municipality.
