bidder able to complete this project.

Dear Mr. Brule,
Bids were solicited for the work and efforts associated with the installation of a [required] 4"
pump at the Evergreen pumping station. Bids were opened on June 10, 2021. Kovacs Construction
from Oxford, CT was the lowest responsive bidder with a price of $355,800.
It is hereby respectfully requested that a contract be awarded to Kovacs Construction for the
bid amount of $355,800 for the installation of the 4" pump and other associated work at the
Evergreen PS. It is also requested that a contract for $14,500 be awarded to Wright-Pierce for the
administration of the work to be done, and other requirements associated with this effort.
Funding for this work is already in place under capital LI 33121-55871 — Evergreen Pump
Station ($375,000).

Subject: Proposal of Construction Phase Engineering Services
Evergreen Avenue Pump Station — Installation of Fourth Pump
Dear Tali:
As requested by the Waterford Utility Commission (WUC), this letter presents our proposed scope and
budget to provide construction phase engineering services for the installation of a 4% pump at the
Evergreen Avenue Pump Station. Based on our understanding of the WUC’s needs, and assuming that
the WUC will handle day to day inspections, Wright-Pierce proposes to perform the following
construction administration phase services:

Prepare for and attend preconstruction conference.
Schedule and attend up to 4 project meetings and prepare meeting minutes.
Make visits to the site at appropriate intervals to observe the progress of the work and to assist the
WUC's Resident Project Representative on an as-needed basis. For budget purposes, it is
anticipated that Wright-Pierce will conduct up to six four-hour visits over the duration of the
project.
Review contractor's construction plan and shop drawing submittals for compliance with the
Contract Documents.
Respond to Contractor's Request for Information (RFIs).
Review Contractors’ payment requests and estimate amounts to be paid by the WUC.
Negotiate changes in the scope of work, price and/or completion time and prepare change orders
which become necessary due to factors discovered during the progress of the work resulting from
interpretations and clarifications of the Contract Documents.
Issue instructions and other.communications from and on behalf of the WUC to the Contractor.
Prepare punch lists of uncompleted or unacceptable work.
. Prepare record drawings.
. Assist with facility start-up.
. Assist with any warranty or operational issues during the one-year construction warranty period.
13. Conduct a Substantial Completion inspection and prepare a Certificate of Substantial Completion.

A total of 100 hours are budgeted for the construction administration phase based on an 6-month
construction period and is inclusive of both office and field time as well as start-up site visits from the
process and electrical design engineers of record.
Proposed Fee
Our proposed not-to-exceed budget to provide construction administration engineering services for the
