4, Board of Education Bid Waiver for the Chromebooks at Waterford Public
Schools: To consider and act on a recommendation from Shea Moses,
Purchasing Agent, to award two purchases from two different companies for
Chromebooks (CT DAS Contract #13PXS0280) to (waiver 1) Dell
Technologies, in the amount of $142,800 and (waiver 2) iPads from Apple (CT
State Contract #139SX0280) in the amount of $32,890 in accordance with
Purchasing Ordinance Section 3.08.050.
5. Cooperative Purchasing-Catch Basin Cleaning — To consider and act upon
awarding the Catch Basin Cleaning contract to Shaw Vac Service LLC for
$25,350 in accordance with CRCOG contract 727. Funds available from line
item #10130-52030, and forward on to the Board of Finance if approved.
6. Cooperative Purchasing-Milling and Reclaiming of Niantic River Road —
To consider and act upon awarding the Milling and Reclaiming of Niantic River
Road contract to Rafferty Fine Grading, Inc. for $36,776, in accordance with
DAS contract 22PSX0197. Funds available from line item #20530-57880, and
forward on to the Board of Finance if approved.
7. Cooperative Purchasing-Resurfacing Niantic River Road — To consider and
act upon awarding the Resurfacing of Niantic River Road contract to American
Industries for $272,997 in accordance with DAS contract 22PSX0196. Funds

available from line item #20530-57880, and forward on to the Board of Finance
if approved.
8. Bid Award: Bid#23-113R Town Hall Bathroom Upgrades: To consider and
act on a recommendation from Shea Moses, Purchasing Agent, to award the
bid to A. Secondino & Son, Inc., in the amount of $472,000, pending BOF and
RTM approval of additional funding in the amount of $180,000. Funds will be
available from line #20511-57879 Town Hall Bathroom Refurbishment
($293,871), and line #31120-55852 Town Hall Bathrooms ($72,910).
9. Police Department: To consider and act on the following request for a FY23
In-Series Transfer from the Chief of Police, Marc Balestracci, in the amount
of $41,000 to cover increased traffic enforcement efforts and beach patrols
through the end of June, covering open shifts due to promotions, retirement,
vacancies and modified duty.
10. Finance: To consider and act on the following request for a FY23 Out-of
Series Transfer from the Director of Finance, Kim Allen, in the amount of
$17,800, for salary increases to FICA, increased postage costs, increased
cellular plan and new printer maintenance and supplies and forward on to the
Board of Finance if approved.
11. Various: To consider and act on the following request for a FY23 Out-of-
Series Transfer from the Director of Finance, Kim Allen, in the amount of
$367,067, for increased cost from Verizon; fuel charges; FICA; postage;
raises; contractual salary increases; additional overtime to cover training;
building maintenance; office supplies; employee payout; vehicle repairs and
higher than anticipated program costs and forward on to the Board of Finance
if approved.
12. Appointments & Resignations:
12a. To consider and act on the appointment of Eva Bunnell to the Harbor
Management Commission to fill the term of 2/18/23-2/17/26.
12b. To consider and act on the appointment of Taylor Stino to the
Recreation and Parks Commission to fill the term of 9/1/21-8/31/24.
12c. To consider and act on the appointment of Megan Gwudz to the
Recreation and Parks Commission to fill the term of 9/1/20-8/31/23.
