Dear Mr. Brule:
Proposals for the above mentioned project were opened on October 24, 2023 by Paul
Koelle, Municipal Facilities Manager, and I with the attached results. After careful
review of the proposal, reference checks and checking with the State, Department of
Administrative Services, it is determined that Ahova Home Improvement, is the lowest
qualified bidder with the resources necessary to complete this project.
I therefore respectfully seek the Board’s approval to award the contract to Ahova Home
Improvement in the amount of $229,746.00. This would include the bid award of
$205,831.00 in addition to the add alternatives for composite exterior trim of $20,145
and the 30 year warranty totaled at $3,700.
| There is also a request to reserve $25,000 for the replacement of rotted wood roof deck,
10% contingency in the amount of $22,000 of the contract award, also a $25,000 to be
reserved for a proper inspection.
Funds will be available in line #31122-55893, $44,317 Eugene O’Neil Roof
Replacement. The rest of the funds will be available through ARPA in line #23507-
58022, Eugene O’Neil Theater.

The Town received 3 bids for the Hammond Mansion Roof Replacement at the Eugene O’Neli!
Theater Center.
Paul Koelle from my office contacted the references and the answers were all positive. The
contractors performed the work satisfactory. Checking with the State, Department of
Administrative Services, none of the bidders are on the debarment list and ail 3 are pre-qualified
vendors in the State. The Architect’s recommendation is to award to the highest bidder. They
have worked with the highest bidder, but not the two lower bidders. In speaking with them, they
have no problem working with any of the bidders.
The base bids were $205.831, $281,920 and $435,000. The Architect's estimate was
$440,000. The Department had a concern going with any of the two lowest bids due the huge
difference from the Architects estimate.
But based on the reference checks, that the lowest bidder have completed municipal work and
done so satisfactorily, is not on the DAS Disbarment List and is a prequalified vendor in the
State, it is the Department's recommendation that the contract to award to Ahova Home
Improvement, LLC for the base bid of $205,831 plus the Add Alternative 1 (Composite Exterior
Trim) $20,145 and Add Alternative 2 (30 year warranty) $3,700.
We also recommend that reserved in the budget should be the following:
* $25,000 for the replacement of rotted wood roof deck and plywood sheathing at the
bidders stated price. (Assume worse case 5,000 sf x $5/sf). Once the shingles and built
up roof is removed, we will then know how much must be replaced. A change order will
be issued increasing the contract based on the price found in the bid for such work,
*« Contingency at 10% of the contract award $22,000.
» {am also requesting $25,000 be reserved for third party inspection. This will ensure that
proper inspection of project can occur,
ARPA funds in the amount of $301,676 should be reserved for this project.

herein are interested in this proposal or in the Contract proposed to be taken; that it is
made without any connection with any other person making any proposal for the same

or employed by the Town of Waterford is directly interested therein, or in the supplies or
works to which it relates, or in any portion of the profits thereof; that it is understood that

The undersigned further declares that he has carefully examined the Information For
Bidders, Contract documents, including the Plans and Specifications, and has
inspected the site and will contract to provide all necessary tools, apparatus and
implements, freight, cartage, and expense, and to do all the work and furnish all the
materials necessary in the manner and upon the conditions specified and upon the
following terms at the prices specified on the following pages.
The undersigned agrees to furnish satisfactory bonds and insurance as required by the
General Conditions, the Information for Bidders and by the Supplementary Conditions,
and to execute within 30 days after notice of the award, a formal contract with the Town
-of Waterford for the fulfillment of this proposal, and it is agreed that in case of failure on
the part of the undersigned to do so, the certified check or bid bond deposited herewith
shall be forfeited to the Town of Waterford as liquidated damages for such failure,

BIDDER hereby agrees to commence work under this contract on or before a date to
be specified in written NOTICE TO PROCEED of the OWNER and to fully complete the
project in strict compliance with the Cantract Documents within 120 consecutive
calendar days thereafter as stipulated in the specifications. BIDDER further agrees to
pay as liquidated damages, the sum of $1,000 for each consecutive calendar day
thereafter as hereinafter provided in Paragraph 15 of the Information for Bidders.

The unit prices shall include all labor, materials, bailing, shoring, removal, overhead,
profit, insurance, etc., to cover the finished work of the several kinds called for.
Bidder understands that the Owner reserves the right to reject any or all bids and to
waive any formalities in the bidding.
The bidder agrees that this bid shall be good and may not be withdrawn for a period of
90 calendar days after the scheduled Closing time for receiving bids.

I respectfully request a bid waiver for the additional appropriation being requested for the Mobile
and Portable Radio Replacement request. This appropriation, if approved, will allow the town to
continue purchasing all needed communication needs as we continue to explore the rebuild of
our current communication infrastructure, or the transition to the State of Connecticut
communication system. That project, which is forthcoming, has been considered in this request
as this equipment will be compatible regardless of which direction the town pursues.
Emergency services shall be issued all new communication devices, whereas many of the
current devices being used will be repurposed to other town departments in a cost saving effort.
As the Fire Department recently purchased Kenwood portable radios, we would like to ensure
that all emergency services are using the same systems and have similar capabilities moving
forward. This bid waiver would be in the best interest of the town as these devices are
significantly less expensive than other brands, meet the needs and requirements of first
responders, will satisfy local or state demands for use on any system and would allow one
technology to be used between services reducing training, confusion and capability concerns.
We are looking to purchase the radios through Goosetown Communications, based out of
Connecticut, as they are the current vendor who services Waterford’s equipment and were the
company used to purchase the fire department radios recently. Their prices appear to be
significantly lower than other options available to work on both our current radio infrastructure
as well as the State’s radio system.

Re: Appropriation Request/Bid Waiver
I respectfully request a bid waiver for the additional appropriation being requested for the Mobile
and Portable Radio Replacement request. This appropriation, if approved, will allow the town to
continue purchasing all needed communication needs as we continue to explore the rebuild of
our current communication infrastructure, or the transition to the State of Connecticut
communication system. That project, which is forthcoming, has been considered in this request
as this equipment will be compatible regardless of which direction the town pursues.
Emergency services shall be issued all new communication devices, whereas many of the
current devices being used will be repurposed to other town departments in a cost saving effort.
As the Fire Department recently purchased Kenwood portable radios, we would like to ensure
that all emergency services are using the same systems and have similar capabilities moving
forward. This bid waiver would be in the best interest of the town as these devices are
significantly less expensive than other brands, meet the needs and requirements of first
responders, will! satisfy local or state demands for use on any system and would allow one
technology to be used between services reducing training, confusion and capability concerns.
We are looking to purchase the radios through Goosetown Communications, based out of
Connecticut, as they are the current vendor who services Waterford’s equipment and were the
company used to purchase the fire department radios recently. Their prices appear to be
significantly lower than other options available to work on both our current radio infrastructure
as well as the State’s radio system.
