Re: Fence Installation Along Conservation Easement Boundary

Dear Mr. Jamroga,
At their September 14, 2023 meeting, the Waterford Conservation Commission reviewed your proposed
location for a chain link fence to enclose the in-ground pool on your property at 167 Niantic River Road.
The Commission reviewed photographs of the existing boulder wall along the southern and western
easement boundary and your request to install the fence behind the boulder wall, partly within the
boundary of the conservation easement area.
The Commission determined that the installation of the fence does not involve activity that is detrimental
to water quality, soil conservation, wildlife or vegetation in the conservation easement area. The
proposed fence is consistent with the terms of the Conservation Easement Agreement filed in Vol 0451,
pp. 041-048 in the Waterford Land Records.
At the completion of the fence installation, please notify this office to schedule an inspection.

Re: Timber Harvest Activity — Determination of Permitted Use

At their meeting on September 14, 2023, the Waterford Conservation Commission reviewed the timber
harvest plans submitted for the above referenced parcels, The Commission determined that the proposed
harvest activity meets the criteria of a permitted use in accordance with Section 4.1a of the Waterford
Inland Wetlands and Watercourses Regulations.
Best management practices are requested to be employed by the harvester to protect stream channels,
minimize soil erosion and promote stabilization of exposed soils following completion of the harvest.
Please notify the Environmental Planner (860) 444-5813 or by email mfitzgerald@waterfordct.org upon
completion of the timber harvest to schedule a site inspection for stabilization of the temporary stream
crossing locations and skid trails.

DEEP’s Land & Water Resources Division has received the following complaint that appears to be in the Town of
Waterford’s Inland Wetland Agency’s jurisdiction:

Complaint Site Address: Waterford Civic Triangle, ( approx.) adjacent to library at 49 Rope Ferry Rd Route 156) ,
Waterford CT
Complaint: Complete draining, dredging of large park pond & removal of all perimeter trees & soil disruption completely
surrounding pond (no state permit required?) in Waterford Civic Triangle public park- has had & is ongoing, a deadly
impact on great variety of turtle species in the pond,- when discovered town tried to manually relocate some turtles to
nearby by pond across Rt 156 - turtles are trying to return and are being killed en mass by drivers on state Rt. 156 as
turtles trying to return to the empty pond they were removed from- concerned about all other species at risk in this
project - where is state oversight & consultation/ permitting in this process, since none seems to exist at town level to
avoid this major disruption (& tragedy) to this ecosystem? Please read recent New London “The Day” newspaper article
regarding this.
This complaint is forwarded to the Town to review & take appropriate enforcement action as necessary. Please
