     Waterford-East Lyme Shellfish Commission

                                                  Meeting Minutes
                                       Thursday, Apr 20, 2023

                                     Waterford Town Hall, 7:30 pm


      Members present:  Peter Harris, J. Patrick Kelly, Marcia Benvenuti,
      Rick Kanter, Fred Wise, Paul Spakowski, and Tom Bowlen.
      Members absent: Larry Tytla
      Guests: Chief Warden Chmiel


   1) The meeting was called to order at 7:32 pm and a quorum established.

   2)  Review and approval of previous meeting minutes:
           Feb 16, 2023 Regular  Meeting  Minutes  –  Approval  of  minutes
           deferred to next meeting on a motion by Mr. Spakowski,  seconded
           by Ms. Benvenuti, vote 7-0.


   3) Review and approval of treasurer’s report
            Treasurer briefed the commission on the Treasurer’s report  sent
            by e-mail earlier.  Report was  approved  on  a  motion  by  Mr.
            Spakowski, seconded by Mr. Harris, vote
            7-0.


         4) Chief Warden’s Comments : Chief Warden Chmiel  communicated  the
            warden report to the commission.

   5) Old business:
        a. Mr. Wise reviewed the insurance policies and will  give  further
           updates at next meeting.

   6) New Business
        a. Mr. Wise will contact commercial oyster and clam growers about
           potential supply for future stocking of recreational beds.




   7) Ex-Officio comments : Ex-Officio Cunningham not present at meeting.

   8) Correspondence :
        a. Two donations were received in memory of Glenn Kumpitch from
           Robert and Diane Beaulieu and Peter and Anne McAndrew, the
           commission appreciates the donations and expresses their
           condolences.
        b. Mr. Harris discussed with the commission about the potential to
           renew selling shellfish permits from Hillyer’s Bait and Tackle,
           Mr. Kelly will pursue.
        c.  Mr. Harris discussed a recent interaction with an individual
           shellfishing outside of Area B south.  Mr. Harris and Warden
           Chmiel are working with DA/BA about clarifying the maps.



   9) Public Comment :
           No public comment



  10)  Adjournment : Meeting adjourned at 8:26 pm on a motion by Mr.
      Spakowski, seconded by Mr. Bowlen, motion approved 7-0.
