     Waterford-East Lyme Shellfish Commission

                                                  Meeting Minutes
                                       Thursday, May 18, 2023

                                     East Lyme Town Hall, 7:30 pm


      Members present:  Peter Harris, J. Patrick Kelly, Larry Tytla, Rick
      Kanter, and Paul Spakowski.
      Members absent: Tom Bowlen, Marcia Benvenuti, Fred Wise
      Guests: Ex-officio Cunningham


   1) The meeting was called to order at 7:33 pm and a quorum established.

   2)  Review and approval of previous meeting minutes:
           Feb 16, 2023 and  April  20,  2023  Regular  Meeting  Minutes  –
           Minutes approved on a motion  by  Mr.  Kelly,  seconded  by  Mr.
           Spakowski,  vote  4-0  for  each  set  of  minutes  (Mr.  Kanter
           abstained from the Feb 16,  2023  minutes  approval,  Mr.  Tytla
           abstained from the April 20, 2023 minutes approval).


   3) Review and approval of treasurer’s report
            Treasurer briefed the commission on the Treasurer’s report  sent
            by e-mail earlier.  Report was  approved  on  a  motion  by  Mr.
            Spakowski, seconded by Mr. Tytla, vote
            5-0.  A consensus approval was given to  distribute  the  WELSCO
            share (WELSCO share =$2500) to the Save the River-Save the Hills
            pump-out  boat  program  (no  formal  vote  needed  as  this  is
            described by a  previously  approved  MOU  with  East  Lyme  and
            Waterford).


         4) Chief Warden’s  Comments  :  Chief  Warden  Chmiel  was  not  in
            attendance, no warden report given.

   5) Old business:
        a. Insurance policies were reviewed and the commission will make  a
           final decision at the next meeting.
        b. Discussion on purchase of oyster and clams for the Niantic River
           – Mr. Harris relayed a message from Mr. Wise that clams are  not
           available again this year.

   6) New Business
        a. No new business was brought before the commission.




   7) Ex-Officio comments : Ex-Officio Cunningham discussed continued work
      on the EL charter revision, town hall hours will change July 10 to
      include a half day Friday, and discussions on increasing sewer
      capacity.

   8) Correspondence :
        a. Mr. Harris discussed the dedication of the Save the River-Save
           the hills pump out boat to be held Tues May 23, 2023.
        b. Mr. Harris discussed an e-mail from Seagrant about assisting
           commissions with shellfish events this summer.



   9) Public Comment :
           No public comment



  10)  Adjournment : Meeting adjourned at 8:10 pm on a motion by Mr.
      Spakowski, seconded by Mr. Tytla, motion approved 5-0.
