Waterford-East Lyme Shellfish Commission
Meeting Minutes
Thursday, June 15, 2023
Waterford Town Hall, 7:30 pm
Members present: Peter Harris, J. Patrick Kelly, Larry Tytla, Paul
Spakowski, Fred Wise, and Tom Bowlen (Mr. Bowlen arrived at 7:55 pm,
during the Chief Warden Comments)
Members absent: Marcia Benvenuti, Rick Kanter
Guests: Chief Warden Chmiel
1) The meeting was called to order at 7:30 pm and a quorum established.
2) Review and approval of previous meeting minutes:
May 18, 2023 Regular Meeting Minutes – Minutes approved on a
motion by Mr. Kelly, seconded by Mr. Spakowski, vote 5-0.
3) Review and approval of treasurer’s report
Treasurer briefed the commission on the Treasurer’s report sent
by e-mail earlier. Report was approved on a motion by Mr.
Tytla, seconded by Mr. Spakowski, vote
5-0.
4) Chief Warden’s Comments : Chief Warden Chmiel gave warden’s
comments. Clammers continue to be successful. Commission
agreed stock needs to be managed carefully. Discussion on
current map and area of B south also took place.
5) Old business:
a. Motion made by Mr. Kelly, seconded by Mr. Spakowski to move to
Chub insurance for consolidation of insurance and cost savings,
motion approved 6-0.
b. Discussion on purchase of oyster and clams for the Niantic River
– clams are not available, Mr. Wise will contact oyster growers
for availability and prices.
6) New Business
a. Mr. Kelly discussed the dedication of the Save the River-Save
the hills pump out boat launch the week prior to the meeting.
The launch also highlighted the life and accomplishments of the
late Fred Grimsey who started the pump out boat program and his
passion for the health of the Niantic River. Mr. Grimsey also
served on WELSCO for many years.
7) Ex-Officio comments : Ex-Officio was not able to attend the meeting
8) Correspondence : none
9) Public Comment :
Mr Bull, East Lyme – voiced his concern of the Pattagansett
River in East Lyme potentially opening for shellfishing
considering the historical water quality there.
10) Adjournment : Meeting adjourned at 8:22 pm on a motion by Mr.
Spakowski, seconded by Mr. Tytla, motion approved 6-0.
