Waterford-East Lyme Shellfish Commission
Meeting Minutes
Thursday, Aug 17, 2023
Waterford Town Hall, 7:30 pm
Members present: Peter Harris, J. Patrick Kelly, Larry Tytla, Paul
Spakowski, and Marcia Benvenuti
Members absent: Rick Kanter, Fred Wise, and Tom Bowlen,
Guests: Ex-Officio Dan Cunningham
1) The meeting was called to order at 7:30 pm and a quorum established.
2) Review and approval of previous meeting minutes:
July 20, 2023 Regular Meeting Minutes and Aug 2, 2023 Special
meeting minutes approved on a motion by Mr. Kelly, seconded by
Mr. Spakowski, vote 5-0.
3) Review and approval of treasurer’s report
Treasurer briefed the commission on the Treasurer’s report sent
by e-mail earlier. Report was approved on a motion by Mr.
Spakowski, seconded by Mr. Tytla, vote
5-0.
4) Chief Warden’s Comments : Chief Warden Chmiel not in attendance,
Mr. Harris communicated that the boat was power washed to remove
built up growth and bottom painted.
5) Old business:
a. Mr. Harris read a text sent from Mr. Wise regarding WELSCO
insurance.
b. The soft shell clams approved for purchase at the Aug Special
meeting had high mortality and were deemed unacceptable for sale
by the grower. The grower is interested in selling soft shell
clam seed next year if WELSCO is interested.
6) New Business
a. Discussion and potential action to acquire a credit card for
WELSCO purchases by wardens – Mr. Kelly will investigate the
complexities of having a credit card for a tax exempt
organization.
7) Ex-Officio comments : Ex-Officio discussed East Lyme review of short
term rentals, the future installation of an EV High Speed charger at
the Town Hall, and further progress on the Darrow Pond recreational
area.
8) Correspondence : Mr. Harris gave more information to the commission on
the Niantic River Watershed Committee Watershed summit to be held at
the Waterford Town Hall on Sept 12, 2023 and requested interested
attendees rsvp.
9) Public Comment :
Lou Bull, Niantic – gave historical perspective on how Hillyer’s
managed sales to tax exempt businesses.
10) Adjournment : Meeting adjourned at 8:10 pm on a motion by Mr.
Spakowski, seconded by Mr. Tytla, motion approved 5-0.
