Waterford-East Lyme Shellfish Commission
Meeting Minutes
Thursday, Nov 21, 2024
East Lyme Town Hall, 7:00 pm
Members present: Peter Harris, J Patrick Kelly, Larry Tytla, Paul
Spakowski, Rick Kanter, Tom Bowlen, and Fred Wise.
Members absent: Marcia Benvenuti
Guests: Chief Warden Chmiel, ex-officio Don Mackenzie
1) The meeting was called to order at 7:00 pm and a quorum established.
2) Review and approval of previous meeting minutes:
Oct 17, 2024 Regular Meeting minutes approved on a motion by Mr.
Wise, seconded by Mr. Kelly, vote 6-0, Mr. Kanter abstained.
3) Review and approval of treasurer’s report
Mr. Kelly reviewed the Treasurer’s report sent by e-mail
earlier. Report was approved on a motion by Mr. Spakowski,
seconded by Mr. Tytla, vote 7-0.
4) Chief Warden’s Comments : Chief Warden Chmiel gave his report to
the commission. The warden boat steering problem was repaired
recently.
5) Old business: The scallop season has started and scallopers are
getting their limit.
6) New Business
a. The 2024 annual report was discussed. Mr. Harris had sent the
report to the commissioners prior to the meeting. No changes
were made and Mr. Harris will send to Waterford.
b. Mr. Harris had previously sent the 2025 meeting schedule to the
East Lyme and Waterford Town Clerk. The June 19 meeting falls
on Juneteenth and the commission voted to change that month’s
meeting to Wednesday June 18 on a motion by Mr. Wise, seconded
by Mr. Bowlen, approved 7-0.
7) Ex-Officio comments: Mr. Mackenzie did not have anything to report at
this time.
8) Correspondence :
a. Mr. Harris communicated to the commission that he sent the First
Selectman of East Lyme and Waterford a request to extent the MOU
agreement related to workman’s comp insurance. He had not heard
back yet.
b. Mr. Harris communicated to the commission that he sent the First
Selectman of Waterford a request for an update on the finger
pier repairs at the town dock where the warden boat is docked.
He had not heard back yet.
9) Public Comment : No public in attendance.
10) Adjournment : Meeting adjourned at 7:48 pm on a motion by Mr.
Spakowski, seconded by Mr. Kelly, motion approved 7-0.
