Town of Waterford Shellfish Commission
Regular Meeting Minutes – Tuesday, January 7, 2025
7:00 p.m. – Waterford Town Hall
1. Establish a Quorum and Call the Meeting to Order
Chairman Francolino called the meeting to order at 7:02 p.m. after
establishing a quorum. Present were Commissioners Francolino,
Porter, Drennen, Jamroga and Healy. Absent was Commissioner
Calkins.
2. Pledge of Allegiance
3. Approval of the November 12, 2024, Meeting Minutes
Motion made by Commissioner Jamroga, seconded by
Commissioner Drennen to approve the meeting minutes of
November 12, 2024, as submitted. All in favor, motion carried.
4. Correspondence
Commissioner Francolino distributed copies of the fall/winter Sea
Grant Wrack Lines publication for the Commission members. He
continues to forward all relevant correspondence pertaining to
Waterford Shellfish activities throughout the month to keep
everyone as up to date as possible in between meetings.
5. Treasurer’s Report
Treasurer Porter reviewed the report generated from the Finance
Department through November 30, 2024. A bill for the second
restock was submitted for payment. Motion made by Commissioner
Healy, seconded by Commissioner Jamroga to approve the
Treasurer’s Report as reviewed. All in favor, motion carried.
6. Monthly Monitoring and Sampling Report
Chairman Francolino stated that the recreational shell fishing areas
are currently administratively closed with an anticipated opening

date of April 1, 2025 pending satisfactory water and meat samples.
7. New Business
a. Update Regarding Progress with the FY26 Budget Meetings for
the Waterford Shellfish Commission.
Commissioner Porter will attend the budget meeting on January 8,
2025, at 3:00 p.m. at the Town Hall to answer any questions there
may be regarding the Waterford Shellfish Commission budget.
b. 2025 Annual Shellfish Gathering
Commissioner Porter has signed up to attend and represent the
Waterford Shellfish Commission at the Annual Gathering. He will
complete the questionnaire and email it in prior to the meeting.
c. End of Year Summary and Goals for 2025
Chairman Francolino hopes to secure as many bags of certified little
neck clams and oysters for the 2025 season as possible. He hopes
that the continued restock of the recreational shell fishing areas will
increase permit sales in 2025. He discussed the upcoming lease
renewals, stating the Town Attorney will need to implement them
when the time comes. He indicated the leases are for a five-year
term and that nothing will change on the leases except the dates,
but he will check with the Town Attorney to determine if anything
needs to be revised or updated prior to the bottom land lease
renewals.
8. Old Business
a. Update Regarding Progress to the Shellfish Resource Management
Plan and Maps
Commissioner Drennen suggested the Plan be submitted as revised
to the First Selectman’s office and the Town Attorney for review. It
was the consensus of the Commission to forward the revised
Shellfish Resource Management Plan and Maps to the proper
entities and get the approval process in motion.
9. Public Comment Regarding Items Specifically Relating to

Waterford Shellfish Business.
10. Adjournment
There being nothing further to discuss the meeting was adjourned
at 7:30 p.m.
