Town of Waterford Shellfish Commission Meeting Minutes of Tuesday, April 1, 2025 7:00 p.m. – Waterford Town Hall 1. Establish a Quorum and Call the Meeting to Order Chairman Francolino called the regular meeting of the Waterford Shellfish Commission to order at 7:04 p.m. after establishing a quorum. Present were Commissioners Francolino, Drennen and Jamroga. Absent were Commissioners Healy, Porter and Calkins. 2. Pledge of Allegiance 3. Approval of the March 4, 2025 Meeting Minutes Motion made by Commissioner Drennen, seconded by Commissioner Jamroga to approve the March 4, 2025 meeting minutes as filed. All in favor, motion carried. 4. Correspondence Chairman Francolino will continue to forward all correspondences he receives in between meetings to the Commission members to keep everyone as up to date as possible with Shellfish Commission business. 5. Treasurer’s Report a. Update from Treasurer Regarding Progress with the FY26 Budget Meetings Regarding the Waterford Shellfish Commission Budget Request. Chairman Francolino spoke in Commissioner Porters absence stating the budget meetings are ongoing and that Commissioner Porter has been attending the meetings to answer questions from the review boards. b. Review of Monthly Treasurer’s Report Generated from Finance Chairman Francolino reviewed the Treasurer’s Report generated from the Finance Office through February 28, 2025 with the Commission members. Motion made by Commissioner Drennen, seconded by Commissioner Jamroga to approve the Treasurer’s Report as reviewed. All in favor, motion carried. 6. Monthly Monitoring and Sampling Report The recreational shell fishing areas are currently open for the 2025 season and permits to harvest little neck clams and oysters are available for purchase April 1st – December 31st. 7. New Business a. Discussion Regarding Re-stock of Certified Little Neck Clams and Oysters for the 2025 Season in the Recreational Shell Fishing Area. Chairman Francolino stated he will contact the supplier to set up the purchase of product for distribution into the recreational shell fishing area as soon as the water temperature rises to fifty degrees. It is his hope that the Commission will have the opportunity to restock several times during the 2025 season with the hope that permit sales will increase this season. 8. Old Business a. Update Regarding Progress to the Shellfish Resource Management Plan Area Designations and Updated Maps Chairman Francolino stated he has been in contact with the State of Connecticut regarding the consolidation of Areas A and G into one area labeled as Area G. Once an updated map is available the Commission will then attach the updated map to the recreational shell fishing permits sold in 2025. A discussion was held regarding checking on the demarcation signs for the Commission and updating the 2025 permits to reflect any changes to the wording and maps. 9. Public Comment Regarding Items Specifically Relating to Waterford Shellfish Business. There was no one present to address the Commission. 10.
