Town of Waterford Shellfish Commission
Regular Meeting Minutes of Tuesday, May 6, 2025
7:00 p.m. – Waterford Town Hall
1. Establish a Quorum and Call the Meeting to Order
Chairman Francolino called the regular meeting of the Waterford
Shellfish Commission to order at 7:00 p.m. after establishing a
quorum.
Present were Commissioners Francolino, Drennen, Calkins, Porter
and Jamroga. Absent was Commissioner Healy.
2. Pledge of Allegiance
All who were present stood for the Pledge of Allegiance.
3. Approval of the April 1, 2025, Meeting Minutes
Motion made by Commissioner Drennen, seconded by
Commissioner Jamroga to approve the April 1, 2025, meeting
minutes as reviewed and filed. All in favor, motion carried.
4. Correspondence
Chairman Francolino distributed the Spring/Summer 2025 edition
of Wrack Lines to the Commissioners and indicated that he will
continue to forward all electronic communications regarding
Waterford Shellfish Commission business in between meetings.
5. Treasurer’s Report
a. Update from Treasurer Regarding Progress with the FY26 Budget
Meetings for the Waterford Shellfish Commission
Treasurer Porter stated he has attended all of the budget meetings
on behalf of the Waterford Shellfish Commission and to date there
has been no opposition to the budget request.

b. Review of the Monthly Treasurer’s Report Generated from
Finance
Treasurer Porter reviewed the expenditures and revenues generated
since the last meeting with the Commission members.
Motion made by Commissioner Calkins, seconded by Commissioner
Jamroga to approve the Treasurer’s Report as discussed. All in
favor, motion carried.
6. Monthly Monitoring and Sampling Report
The recreational shell fishing areas are currently closed due to
heavy rainfall and will re-open after the return of satisfactory meat
and water samples.
7. New Business
a. Discussion Regarding 54 Shore Road Dock Replacement
The Commission reviewed the application for 54 Dock Road, and it
was determined that the work described will not adversely impact
the recreational or leased shell fishing areas.
Motion made by Commissioner Drennen, seconded by
Commissioner Porter to authorize Chairman Francolino to sign off
on the dock application and to return it to the project Engineer. All
in favor, motion carried.
8. Old Business
a. Update Regarding Shellfish Resource Management Plan Area
Designations and Updated Maps.
Chairman Francolino stated the State of Connecticut DA/BA has
approved the Shellfish Resource Management Plan and completed
the new maps for the Shellfish Commission to attach to the Plan
and recreational shell fishing permits. The new map has combined
areas A and G into one area labelled Area G. The Commission
reviewed the 2025 recreational shell fishing permits and adjusted
the format for this season to make it more user friendly and to
include a color copy of the map for reference. They agreed they

would like to have the shell fishing regulations printed on the back
of the permit for easy reference for shell fishing procedure to those
who purchase a permit to do so. It was the consensus of the
Commission members to authorize Chairman Francolino to have the
2025 recreational shell fishing permits printed in the new format
for the 2025 season as discussed.
b. Discussion Regarding Re-stock of Certified Little Neck Clams and
Oysters for the 2025 Season in the Recreational Shell Fishing Area.
Chairman Francolino indicated that he will contact the supplier to
set up a purchase of certified little neck clams for distribution into
the recreational shell fishing area. The waters are almost warm
enough to start distributing product into the water and he would
like to start purchasing the clams and oysters as soon as possible. It
is the hope of the Commission to have the opportunity to restock
several times throughout the 2025 season.
9. Public Comment Regarding Items Specifically Relating to
Waterford Shellfish Business
There was no one present to address the Commission at this
meeting.
10. Adjournment
There being nothing further to discuss the regular meeting of the
Waterford Shellfish Commission adjourned at 7:45 p.m.
