WATERFORD UTILITY COMMISSION

                           REGULAR MEETING MINUTES



DATE:            September 15, 2020

PLACE:                 Town Hall Auditorium, 15 Rope Ferry Rd, Waterford,
CT

PRESIDING:        Chairman Peter Green

MEMBERS PRESENT: Steve Negri, Raymond Valentini, Rodney Pinkham and Ken
Kirkman

ALSO PRESENT:          Staff: Neftali Soto-Chief Engineer, Jim Bartelli-
Assistant Director and Attorney                    Nick Kepple

Chairman Green called the meeting to order at 6:02 PM

CITIZEN SESSION
Owner of 16 Colonial Drive appeared before the Commission to plead her case
to obtain assistance to pay her high sewer bill.  She provided
documentation from a plumber that it was a leaky toilet and is now fixed.
Chairman Green told her to call the Office Coordinator to set up a payment
plan but the Commission could not adjust the bill because the water did
enter our sewer system.

SECRETARY’S REPORT

      MOTION      Made by Mr. Negri to approve the Minutes of the August 18,
                 2020 meeting, Mr. Kirkman seconded.


      VOTE  The motion passed




BILLING ADJUSTMENTS

      The Commission reviewed the August Adjustments.   The adjustment
report will be kept in       the office for review.

EXPENDITURES


      MOTION      made by Mr. Negri to approve September 2020 bill list, Mr.
                 Pinkham seconded.


      VOTE  The motion passed unanimously.




OLD BUSINESS – REPORTS & UPDATES

    • FINANCIALS – WW FUND REVENUES/EXPENDITURES REPORT
      The financial were reviewed.  Mr. Soto reported that collection have
      been strong.

    • MUNICIPAL COMPLEX REHAB – STATUS UPDATE
      Mr. Kirkman gave a report.  The slab for the garage was completed as
      of this week.

    • COLLECTIONS-UPDATE
      Attorney Kepple reported that his staff has started the legal action
for 15-20 foreclosures.


    • TRI TOWN AGREEMENT
      Chairman Green gave an update of the meetings that have taken place
and what had     transpired.  He stated that there is still a lot of work
to be done on negotiating a new   agreement.  He encouraged the Commission
to communicate any ideas they might have.

WATER-VEOLIA REPORT
Report was emailed to the commission.

CORRESPONDENCE
Letter from 32 Chapman Ave regarding requesting reimbursement for having
his easement cleared of brush at his expense.  The request was denied but
WUC will post a schedule in the future on the website of list of easement
that will be cleared and the dates.


PLANS REVIEW
    • 140 Waterford Parkway South
      There are plans for a concrete manufacturing plant.  Right now the
plans are with the     Planning & Zoning being reviewed.  Mr. Bartelli
reported the water works will need to be     moved on the property.  Sewer
System is pretty straight forward.  The Sewer flow will be small    based
on the size of the plant.
    • Vauxhall Water Tower Site
      Department of Emergency Services and Public Protection have requested
to build a 32 feet building  at this site to house emergency communication
equipment and use the water tower to put antennas  on.  WUC would be given
space in this building and electrical power for emergency generator when
needed.  The project is being reviewed by Planning and Zoning right now.

PERSONNEL
    • Operator job posting is closed this week.  Will be reviewing job
      applications soon.

With no further business before the Commission, the meeting adjourned at
7:25 p.m.

      MOTION     made by Mr. Pinkham to adjourn.  Mr. Valentini seconded.
