MEETING MINUTES
Social Service Grants Review Committee Special Meeting
Thursday, January 18, 2024
3:00 PM
Waterford Town Hall (Auditorium)
PROCEDURE: The Committee will hear budget requests beginning at 3:00 PM
and in accordance with the following schedule. The Committee will consider and
act tentatively on these budget requests and at the appropriate time finalize and
forward their recommendation to the Board of Selectmen. Any agency wishing to
appeal the recommendation of the Committee may do so by writing to the Board of
Selectmen by Friday, January 19, 2024. An appeal can be mailed to the Board of
Selectmen at 15 Rope Ferry Road, Waterford, CT 06385, or sent via email to
firsisel@waterfordct.org. The Board of Selectmen wiil hear appeals at their
meeting scheduled for Tuesday, January 23, 2024 at 5:00 pm, at the Waterford
Town Hall.
Members Present: Robert Brule, First Selectman; Ronald Fedor, Board of
Finance; Thomas Dembek, RTM and Linsdsay Khan, RTM.
BUDGET HEARINGS
First Selectman Brule called the meeting to order at 3:03 pm. Mr. Brule introduced
the members of the Committee and explained the Social Service Grant process to
those present.
Standing Motion: was made by Thomas Dembek and seconded by Lindsay Khan
to tentatively approve the budget requests for the FY24 Social Services Grants
Committee.
1. Waterford Shellfish Commission: To consider and act the Social Service
Grant request in the amount of $1,290. Audrey Ulmer was present to review
and discuss this request.

MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $1,290. VOTE 4-0
2. Waterford-East Lyme Shellfish Commission: To consider and act the Social
Service Grant request in the amount of $1.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $1 VOTE 4-0
3. Southeastern Connecticut Council of Governments (SCCOG): To consider
and act the Social Service Grant request in the amount of $10,764. Amanda
Kennedy was present to review and discuss this request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $10,764. VOTE 4-0
4. Historic Properties Commission: To consider and act the Social Service
Grant request in the amount of $400. John O’neill was present to review and
discuss this request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $400. VOTE 4-0
5. Thames Valley Council for Community Action, Inc. (TVCCA): To
consider and act the Social Service Grant request in the amount of $6,244. Josh
Kelly was present to review and discuss this request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $6,244. VOTE 4-0
6. Disabled American Veterans: To consider and act the Social Service Grant
request in the amount of $250.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $250, VOTE 4-0
7. Veterans of Foreign Wars, including (VF W) POST 6573, 9975, & AL 161:
To consider and act the Social Service Grant request in the amount of $2,000.
Gail Gagnier was present to review and discuss this request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total

budget request in the amount of $2,000. VOTE 4-0
8. Safe Futures: To consider and act the Social Service Grant request in the
amount of $6,500. Margaret Soussloff was present to review and discuss this
request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $6,500. VOTE 4-0
9. South East Area Transit (SEAT): To consider and act the Social Service
Grant request in the amount of $42,695. Michael Carroll was present to review
and discuss this request.
MOTION by Ron Fedor, seconded by Lindsay Khan to tentatively approve a total
budget request in the amount of $42,695. VOTE 3-0, Rob Brule Abstained
10. Eastern CT Conservation District Inc.: To consider and act the Social
Service Grant request in the amount of $1,500. Dan Mullins was present to
review and discuss this request.
MOTION by Ron Fedor, seconded by Lindsay Khan to tentatively approve a total
budget request in the amount of $1,500. VOTE 4-0
11, Municipal Town Historian: To consider and act the Social Service Grant
request in the amount of $800. John O’neill was present to review and discuss
this request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $800. VOTE 3-1, Ron Fedor against
12. Waterford Historical Society: To consider and act the Social Service Grant
request in the amount of $3,000. Jeffry Shrallow was present to review and
discuss this request.
MOTION by Ron Fedor, seconded by Lindsay Khan to tentatively approve a total
budget request in the amount of $3,000. VOTE 4-0
13. United Community & Family Services: To consider and act the Social
Service Grant request in the amount of $8,000. Cheryl Munoz was present to
review and discuss this request.

MOTION by Ron Fedor, seconded by Lindsay Khan to tentatively approve a total
budget request in the amount of $8,000. VOTE 4-0
14, The Are of Eastern Connecticut: To consider and act the Social Service
Grant request in the amount of $1,800. Penny Newbury was present to review
and discuss this request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $1,800. VOTE 4-0
15. NL Homeless Hospitality Center: To consider and act the Social Service
Grant request in the amount of $15,000. Annah Perch was present to review
and discuss this request.
MOTION by Ron Fedor, seconded by Lindsay Khan to reduce total budget request
from $15,000 to $10,000. VOTE 1-0
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $15,000. VOTE 3-1, Ron Fedor against
16. Sexual Assault Crisis Center of Eastern Connecticut (SACCEC): To
consider and act the Social Service Grant request in the amount of $1,250.
Georgette Katin was present to review and discuss this request.
MOTION by Ron Fedor, seconded by Tom Dembek to tentatively approve a total
budget request in the amount of $1,250. VOTE 4-0
To recap, the amounts requested and tentatively approved:
Services - $72, 444, VOTE 4-0
Contributions to Outside Agencies - $29,050, VOTE 3-1, Ron Fedor against
