PROCEDURE: The Committee will hear budget requests beginning at 3:00 PM
and in accordance with the following schedule. The Committee will consider and
act tentatively on these budget requests and at the appropriate time finalize and
forward their recommendation to the Board of Selectmen. Any agency wishing to
appeal the recommendation of the Committee may do so by writing to the Board of
Selectmen by Tuesday, January 13, 2026. An appeal can be mailed to the Board of
Selectmen at 15 Rope Ferry Road, Waterford, CT 06385, or sent via email to
firstsel@waterfordct.org. The Board of Selectmen will hear appeals at their
meeting scheduled for Tuesday, January 20, 2026 at 5:00 pm, at the Waterford
Town Hall.
Members Present: Robert Brule, First Selectman; Jerry Fischer, Board of
Finance; Kate MacKenzie, RTM and Linsdsay Khan, RTM.
BUDGET HEARINGS
First Selectman Brule called the meeting to order at 3:01 pm. Mr. Brule introduced
the members of the Committee and explained the Social Service Grant process to
those present.
. Standing Motion: was made by Kate MacKenzie and seconded by Lindsay Khan to
tentatively approve the budget requests for the FY27 Social Services Grants
Committee
1. Waterford Shellfish Commission: To consider and act on the Social Service
Grant request in the amount of $5,530.
MOTION by Kate MacKenzie, seconded by Lindsay Khan to tentatively approve a
total budget request in the amount of $5,530. VOTE 4-0

2. Waterford-East Lyme Shellfish Commission: To consider and act on the
Social Service Grant request in the amount of $1.
MOTION by Kate MacKenzie, seconded by Lindsay Khan to tentatively approve a
total budget request in the amount of $1. VOTE 4-0
3. Southeastern Connecticut Council of Governments (SCCOG): To consider
and act on the Social Service Grant request in the amount of $11,548. ,

total budget request in the amount of $11,548. VOTE 4-0
4, Historic Properties Commission: To consider and act on the Social Service
Grant request in the amount of $400.

total budget request in the amount of $400. VOTE 4-0
5. Thames Valley Council for Community Action, Inc. (TVCCA): To
consider and act on the Social Service Grant request in the amount of $8,921.

total budget request in the amount of $8,921. VOTE 4-0
6. Veterans of Foreign Wars (VFW) POST 6573: To consider and act on the
Social Service Grant request in the amount of $2,300.

7. Safe Futures: To consider and act on the Social Service Grant request in the
amount of $6,500.

8. South East Area Transit (SEAT): To consider and act on the Social Service
Grant request in the amount of $47,875.

9, Eastern CT Conservation District Inc.: To consider and act on the Social
Service Grant request in the amount of $1,500.

total budget request in the amount of $1,500. VOTE 4-0

10. Waterford Historical Society: To consider and act on the Social Service
Grant request in the amount of $4,000.

11. United Community & Family Services: To consider and act on the Social
Service Grant request in the amount of $10,000.

12. The Arc of Eastern Connecticut: To consider and act on the Social Service
Grant request in the amount of $1,500.

13. NL Homeless Hospitality Center: To consider and act on the Social Service
Grant request in the amount of $20,000.

14. Sexual Assault Crisis Center of Eastern Connecticut (SACCEC): To
consider and act on the Social Service Grant request in the amount of $1,250.
MOTION by Kate MacKenzie, seconded by Lindsay Khan to tentatively approve a
total budget request in the amount of $1,250. VOTE 4-0
15. United Cerebral Palsy of Eastern Connecticut (UCP): To consider and act
on the Social Service Grant request in the amount of $10,000.
MOTION by Kate MacKenzie, seconded by Lindsay Khan to tentatively approve a
total budget request in the amount of $1,500. VOTE 4-0
