Town of Waterford Shellfish Commission
Regular Meeting Minutes for Tuesday, June 3, 2025 – 7:00 p.m.
Waterford Town Hall
1. Establish a Quorum and Call the Meeting to Order
Chairman Francolino called the meeting to order at 7:00 p.m. after
establishing a quorum.
Present were Commissioners Francolino, Drennen and Porter.
Absent were Commissioners Calkins, Jamroga and Healy.
2. Pledge of Allegiance
3. Approval of the May 6, 2025, Meeting Minutes
Motion made by Commissioner Porter, seconded by Commissioner
Drennen to approve the May 6, 2025, meeting minutes as filed. All
in favor, motion carried.
4. Correspondence
Chairman Francolino continues to forward all correspondence he
receives in between meetings to the Commission members to keep
everyone as up to date as possible.
A discussion was held regarding what to do with the demarcation
mushroom buoy that the Commission no longer uses. The
Commission will check with the Harbor Master to determine if
anyone has use for it or how and where to dispose of it.
5. Treasurer’s Report
a. Review of the Monthly Treasurer’s Report Generated from the
Finance Department
Commissioner Porter reviewed the revenue and expenditures from
the report generated from the Finance Department with the

Commission members. A bill for Warden hours has been paid.
A discussion was held regarding the leased bottom areas, the
revenue generated and the lease renewal that is currently being
reviewed by the Town Attorney.
Motion made by Commissioner Drennen, seconded by
Commissioner Francolino to approve the Treasurer’s Report as
reviewed. All in favor, motion carried.
b. Update Regarding Progress with the FY26 Budget Request for the
Commission
Commissioner Porter has attended all the budget hearings that
discussed the Waterford Shellfish Commission budget request to
answer questions and there has been no opposition to the request
by anyone involved in the process.
6. Monthly Monitoring and Sampling Report
Chairman Francolino stated the recreational shell fishing area is
currently closed due to heavy rainfall.
7. New Business
a. Discussion Regarding the Updated Recreational Shell fishing
Permits and Maps
Chairman Francolino has received the updated permits and maps,
and they have been distributed to the Town Clerk and Riverside
Grocery. The new map is condensed in size and reflects the change
from Areas A and G to Area G only and can easily be stapled to the
permit for clarification of the area that is permitted for recreational
shell fishing. The regulations for recreational shell fishing are now
printed on the back of the permit for clear reference. Commissioner
Porter will collect money generated from the permits from
Riverside Grocery periodically over the summer months and deposit
the revenue with the Finance Department as he receives it.
8. Old Business
a. Update Regarding Re-Stock Progress

Chairman Francolino has been in contact with the supplier who has
indicated that he will let the Commission know when he has re-
stock available to pick up for distribution. The Commission hopes to
re-stock as many times as product is available this season.
9. Public Comment Regarding Items Relating to Waterford Shellfish
Business.
10. Adjournment
There being nothing further to discuss the Commission adjourned
the meeting at 7:54 p.m.
