Town of Waterford Shellfish Commission
Regular Meeting Minutes for Tuesday, July 1, 2025 – 7:00 p.m.
Waterford Town Hall
1. Establish a Quorum and Call the Meeting to Order
Chairman Francolino called the meeting to order at 7:05 p.m. after
establishing a quorum.
Present were Commissioners Francolino, Drennen, Jamroga and
Calkins. Absent were Commissioner Porter and Healy.
2. Pledge of Allegiance
3. Approval of the June 3, 2025, Meeting Minutes
Motion made by Commissioner Drennen, seconded by
Commissioner Jamroga to approve the June 3, 2025, meeting
minutes as filed. All in favor, motion carried.
4. Correspondence
Chairman Francolino will continue to forward all correspondence
he receives to the Commission members in between meetings.
5. Treasurer’s Report
a. Review of the Monthly Treasurer’s Report Generated from the
Finance Department
Chairman Francolino reviewed the Treasurer’s Report in the
absence of Commissioner Porter.
Motion made by Commissioner Calkins, seconded by Commissioner
Jamroga to approve the Treasurer’s Report as reviewed. All in
favor, motion carried.
b. Update Regarding Progress with the FY26 Budget Request for the
Commission

The Commission’s budget request was approved and will be
deposited into the Waterford Shellfish Commission account as of
July 1, 2025. Chairman Francolino extended thanks to Treasurer
Porter for all the time and effort he spent going to budget meetings
during the budget process on behalf of the Commission.
6. Monthly Monitoring and Sampling Report
Chairman Francolino stated that the recreational shell fishing areas
are currently open. He explained that the areas were closed longer
than expected after the last rain fall due to unsatisfactory samples
from the recreational shell fishing area. He has changed the signage
at Pleasure Beach and Reed Avenue to reflect the opening.
7. New Business
The Commission did not have anything to discuss under New
Business this month.
8. Old Business
a. Update Regarding Re-Stock Progress/Availability
Chairman Francolino has been in contact with the supplier who has
indicated that he should have product for the Commission in two
weeks, but he is not sure exactly how many certified little neck
clams will be available until it gets closer to that week because he is
having a problem with securing enough supply for the demand.
Once the product is secured the Commission will require use of
boats and help from Commission members to distribute the product
into the recreational shell fishing area. Chairman Francolino will
contact the Commission members to coordinate distribution as it
gets closer to the pickup date and once it is determined how much
product will be available.
A discussion was held regarding the bottom land lease that expires
in August of 2026. The Town Attorney is currently reviewing the
document and once it is returned the Commission will have the
opportunity to review the lease before it is signed by the
commercial grower.

The updated recreational shell fishing permits have been delivered
to the Town Clerks office at Town Hall and to Riverside Grocery for
those who would like to purchase permits to harvest little neck
clams and oysters in Area G. The permits have the regulations
printed on the back of each permit and there is a map attached for
clarification as to where recreational shell fishing is permitted and
the regulations for doing so.
9. Public Comment Regarding Items Relating to Waterford Shellfish
Business.

There being nothing further to discuss the meeting adjourned at
7:45 p.m.
