Town of Waterford Shellfish Commission
Regular Meeting Minutes for Tuesday, August 5, 2025 – 7:00 p.m.
Waterford Town Hall
1. Establish a Quorum and Call the Meeting to Order
Chairman Francolino called the regular meeting of the Waterford
Shellfish Commission to order at 7:00 p.m. after establishing a
quorum.
Present were Commissioners Francolino, Drennen, Porter, Calkins
and Jamroga. Absent was Commissioner Healy.
2. Pledge of Allegiance
3. Approval of the July 1, 2025, Meeting Minutes
Motion made by Commissioner Drennen, seconded by
Commissioner Calkins to approve the July 1, 2025, meeting minutes
as filed. All in favor, motion carried.
4. Correspondence
Chairman Francolino sends all correspondence he receives in
between meetings to the Commission members.
5. Treasurer’s Report
a. Review of the Monthly Treasurer’s Report Generated from the
Finance Department
Treasurer Porter reviewed the expenses and revenue depicted on
the Treasurer’s Report with the Commission members.
b. Review of Recreational Shellfish Permit Sales
Once the permits are collected from Riverside Grocery and from the
Town Clerk the Commission can review the sales data at the next

regularly scheduled meeting.
Motion made by Commissioner Jamroga, seconded by
Commissioner Drennen to approve the Treasurer’s Report as
discussed. All in favor, motion carried.
6. Monthly Monitoring and Sampling Report
Chairman Francolino stated that the recreational shell fishing areas
are currently open.
7. New Business
The Commission did not have anything to discuss under New
Business this month.
8. Old Business
a. Update Regarding Re-Stock Progress/Availability
Chairman Francolino has been in touch with the supplier, and he is
currently waiting for a response. He will contact him again to
determine if it is possible to secure restock this season and will
email the Commission members with his findings. A discussion was
held regarding securing boats and volunteers to distribute the
product into the recreational shell fishing area if it is available.
9. Public Comment Regarding Items Relating to Waterford Shellfish
Business.
10. Adjournment
There being nothing further to discuss, the meeting adjourned at
7:25 p.m.
