Town of Waterford Shellfish Commission
Regular Meeting Minutes for Tuesday, September 2, 2025 – 7:00
p.m.
Waterford Town Hall
1. Establish a Quorum and Call the Meeting to Order
Chairman Francolino called the regular meeting of the Waterford
Shellfish Commission to order at 7:00 p.m. after establishing a
quorum.
Present were Commissioners Francolino, Drennen, Porter, Jamroga
and Healy. Absent was Commissioner Calkins.
2. Pledge of Allegiance
3. Approval of the August 6, 2025, Meeting Minutes
Motion made by Commissioner Jamroga, seconded by
Commissioner Drennen to approve the August 6, 2025, meeting
minutes as filed. All in favor, motion carried.
4. Correspondence
Chairman Francolino discussed a request from Tessa Getchis from
Connecticut Sea Grant & UConn Extension regarding an economic
assessment of the Connecticut recreational shellfisheries sector. A
similar assessment was conducted ten years ago with the intent to
gather information and data relating to permit sales broken down
into permit types that depicts the fees charged for each permit type
and how many of each were sold. The Commission has gathered
information from the Town Clerk and the Finance Department to
help with data and Treasurer Porter volunteered to enter the data
onto a spreadsheet to simplify the process. Once this is complete the
Commission will submit the information to the State as requested.
The Commission thanked Commissioner Porter for his help with the
request.

5. Treasurer’s Report
a. Review of the Monthly Treasurer’s Report Generated from the
Finance Department
Commissioner Porter reviewed the Treasurer’s Report with the
Commission. A bill was submitted for Warden’s hours in the amount
of $437.50 for payment and a deposit of $265.50 was deposited
into the account from money generated from permit sales at
Riverside Grocery.
Motion made by Commissioner Healy, seconded by Commissioner
Jamroga to approve the Treasurer’s Report as reviewed. All in
favor, motion carried.
b. Review of Recreational Shellfish Permit Sales
Commissioner Porter received the receipts from the Town Clerk for
permit sales, and he retrieved the permits sold to date from
Riverside Grocery this week. He will return to pick up permits one
more time before the recreational shell fishing areas close for the
season.
6. Monthly Monitoring and Sampling Report
Chairman Francolino indicated that the recreational shell fishing
area is currently open after being closed for a week due to heavy
rainfall.

a. Update Regarding Re-Stock Progress/Availability/Distribution
Chairman Francolino has been in contact with the supplier who has
indicated that he will have certified little neck clams and oysters for
the Commission to distribute into the recreational shell fishing
areas on Saturday. He is hoping to have thirty to forty bags of 200
count clams and several bags of oysters available. The Commission
members discussed the availability of boats and volunteers for the
high tide distribution at 9:00 a.m. The Commission has requested

the delivery of the product and is waiting for confirmation from the
supplier. Chairman Francolino will email the Commission members
once he has confirmation for Saturday.

There being nothing further to discuss the meeting adjourned at
7:25 p.m.
