Meeting Minutes
Thursday, Sep 18, 2025
East Lyme Town Hall, 7:00 pm
Members present: Peter Harris, Paul Spakowski, Larry Tytla, Rick
Kanter, Tom Bowlen, and Patrick Kelly
Members absent: Marcia Benvenuti, Fred Wise
Guests: Chief Warden Chmiel, Ex-Officio Don MacKenzie
1) The meeting was called to order at 7:00 pm and a quorum was
established.
2) Secretary’s minutes from Aug 21, 2025 regular meeting was approved on
a motion by Mr. Kelly, seconded by Mr. Spakowski, motion vote 6-0.
3) Treasurer’s report for August was approved on a motion by Mr.
Spakowski, seconded by Mr. Tytla, motion approved 6-0.
4) Chief Warden’s comments – Mr. Chmiel gave the wardens comments.
5) Old business –
a. Discussion on future on present warden boat : Mr. Tytla, Mr.
Kanter, and Chief Chmiel reviewed the boat issues and discussed
potential repairs as a first option.
6) New business
a. Discussion on upcoming scallop season. Motion made by Mr.
Spakowski, seconded by Mr. Tytla to change scalloping time from
8 am to sunset to 8 am to 4 pm each day. Motion approved 4-2,
Mr. Kanter and Mr. Kelly opposed.
b. Discussion on purchase of oyster stock. Motion made by Mr.
Spakowski, seconded by Mr. Tytla to purchase $4000 of 2”+
oysters at $400/1000 oysters, motion passed 5-1, Mr. Kanter
opposed. Discussion ensued about trying to find a clam stock
supplier.
7) Ex-officio comments – Mr. Mackenzie gave report –
a. Oysterfest will be held Sat Sept 20
b. The new fireboat was launched and saved some people the same day
8) Correspondence - No correspondence was received.
9) Public comment – no public in attendance
10) Meeting was adjourned at 7:44 pm on a motion from Mr. Spakowski,
seconded by Mr. Tytla, motion approved 6-0.
