WATERFORD UTILITY COMMISSION REGULAR MEETING MINUTES DATE: October 20, 2020 PLACE: Zoom Meeting PRESIDING: Chairman Peter Green MEMBERS PRESENT: Steve Negri, Raymond Valentini, Rodney Pinkham and Ken Kirkman ALSO PRESENT: Staff: Neftali Soto-Chief Engineer, Jim Bartelli-Assistant Director and Attorney Nick Kepple Chairman Green called the meeting to order at 6:00 PM CITIZEN SESSION None - ; SECRETARY'S REPORT MOTION Made by Mr. Negri to approve the Minutes of the Sept 15, 2020 meeting, Mr. Kirkman seconded. VOTE The motion passed BILLING ADJUSTMENTS The Commission reviewed the September Adjustments. The adjustment report will be kept in the office for review. EXPENDITURES MOTION made by Mr. Kirkman to approve October 2020 bill list, Mr. Negri seconded. VOTE The motion passed unanimously. Waterford Utility Commission October 20, 2020 OLD BUSINESS — REPORTS & UPDATES FINANCIALS — WW FUND REVENUES/EXPENDITURES REPORT The financial were reviewed. Mr. Soto reported that the financials are following the same pattern as last year. MUNICIPAL COMPLEX REHAB — STATUS UPDATE Mr. Valentini gave a report. The testing of the soil has been completed and the contaminated dirt has been removed. The truck canopy floor has been changed to concrete instead of asphalt. COLLECTIONS-UPDATE Attorney Kepple reported that his staff has received another batch of refers for collections. They have started already reaching out to these residents and have been getting some responses already. Also, courts are starting to reopen so they can begin to pursue the foreclosures they filed before COVID. TRI TOWN AGREEMENT Chairman Green gave an update on the status of the negotiations. There is to be another meeting with New London, East Lyme and Waterford on November 5'°, Again, Chairman Green encouraged the Commission to communicate any ideas they might have. UNFINISHED BUSINESS NEW BUSINESS None WATER-VEOLIA REPORT Report was emailed to the commission. Mr. Pinkham asked Mr. Soto if he could push New London to get the report sooner. We currently are two months behind in receiving the reports. CORRESPONDENCE Letter was sent to New London’s attorney regarding two issues that New London are non-compliant on according to our current agreement: Reporting of the Depreciation account amount and not maintaining the pipe that runs from Evergreen to New London treatment plant. PLANS REVIEW None 2; Page Waterford Utility Commission October 20, 2020 PERSONNEL «© Operator job was awarded to Dave Burke. His old position will be posted soon. e Chairman Green asked how we were doing with the COVID precautions. Mr. Soto reported that the protocol was being followed and recommended more vehicles would help even more. OTHER ® Mr. Bartelli explained that a publicist fora wastewater publication contacted him wanting to write a story regarding our Wet Well Rehabilitation project. The Commission said it was fine to proceed and hoped others towns could benefit from our success story. e Mr. Bartelli wanted to give notice to the Commission of a major expense coming up. The generator at the Richard Grove Road is failing. Currently, we have the portable generator on site incase needed. We will need to go out to bid for a new generator. ADJOURNMENT With no further business before the Commission, the meeting adjourned at 7:03 p.m. MOTION made by Mr. Pinkham to adjourn. Mr. Kirkman seconded. VOTE The motion passed unanimously.
