Town of Waterford Shellfish Commission Regular Meeting Minutes Tuesday, June 6, 2023 7:00 p.m. -Waterford Town Hall 1. Call to Order Chairman Lawson called the regular meeting of the Waterford Shellfish Commission to order at 7:00 p.m. after establishing a quorum. 2. Pledge of Allegiance All in attendance stood for the Pledge of Allegiance. 3. Roll Call Present were Commissioners Lawson, Drennen, Healy, Porter and Jamroga. Absent were Commissioners Calkins and Francolino. 4. Approval of the April 4, 2023 Regular Meeting Minutes Motion made by Commissioner Drennen, seconded by Commissioner Healy to approve the April 4, 2023 regular meeting minutes as filed. Voice vote, 5-0, all in favor, motion carried. 5. Correspondence Chairman Lawson stated that he has been forwarding all correspondence relating to the Waterford Shellfish Commission to the Commissioners as he receives them in between meetings to keep everyone as current as possible. He stated that anyone on the Commission can call or email if they have questions regarding anything sent in between meetings. 6. Treasurer’s Report Chairman Lawson reviewed the May, 2023 Treasurer’s Report with the Commission members in the absence of Commissioner Francolino. The most recent report was not available as of the time of the meeting. Motion made by Commissioner Drennen, seconded by Commissioner Porter to approve the Treasurer’s Report as reviewed, voice vote, 5-0, all in favor, motion carried. 7. Monthly Monitoring and Sampling Report Chairman Lawson stated that the recreational shell fishing areas are currently open for recreational shell fishing for those who purchase a permit to do so. 8. New Business a. Discussion and vote regarding the pre-submission shellfish consultation form for the Navy by Stantec Company in support of the Pier 31 extension project in the Thames River. The Commission discussed the request in length and it was determined by the Commission that the proposed project will not negatively impact the seeding performed in the Thames River by the commercial leasee. Motion made by Commissioner Jamroga, seconded by Commissioner Drennen to authorize Chairman Lawson to sign off on the consultation form as requested by the Stantec Company for the Pier 31 extension project in the Thames River as it will not negatively impact shell fish activity in the area. Voice vote, 5-0, all in favor, motion carried. 9. Old Business a. Discussion regarding updates to the Town of Waterford Shellfish Commission Shellfish Resource Management Plan. Chairman Lawson stated the Plan will be forwarded to David Carey for review and amendments if needed. He will keep the Commission updated regarding the progress as he receives it. b. Discussion regarding restock for the 2023 season. Chairman Lawson has been in contact with several little neck clam providers but is not finding anything available right now due to high demand but he will keep looking. The Commission discussed other options and will try their best to secure restock during the upcoming season. c. Discussion regarding progress to the FY2024 Waterford Shellfish Commission proposed budget meetings. Chairman Lawson attended the May 3, 2023 budget meeting where the FY2024 Waterford Shellfish Commission budget was approved. 10. Public Input specifically regarding business pertaining to the Waterford Shellfish Commission. There was no one from the public present to address the Commission at this meeting. 11.
