Town of Waterford Shellfish Commission
Meeting Minutes of Tuesday, January 2, 2024
Town Hall – 7:00 p.m.
1. Call to Order
Chairman Francolino called the regular meeting of the Waterford
Shellfish Commission to order at 7:00 p.m. after establishing a
quorum.
2. Pledge of Allegiance
All in attendance stood for and recited the Pledge of Allegiance.
3. Roll Call
Present were Commissioners Francolino, Jamroga and Porter.
Absent were Commissioners Healy, Drennen and Calkins.
4. Approval of the December 5, 2023 regular meeting minutes.
Motion made by Commissioner Jamroga, seconded by
Commissioner Porter to approve the December 5, 2024 regular
meeting minutes as submitted and filed. All in favor, motion
carried.
5. Correspondence
Chairman Francolino stated he is transitioning the Waterford

Shellfish Commission contacts to his files and is hopeful to
transition all of the correspondence that were going to the former
Chairman to himself so that he can forward to the Commission
members going forward to keep everyone up to date in between
meetings.
6. Treasurer’s Report
Commissioner Porter reviewed the Treasurer’s Report through
December 2023 with the Commission members. He stated he is
looking forward to his role as Treasurer and will introduce himself
to the Finance Department and the First Selectman’s office this
week.
Motion made by Commissioner Jamroga, seconded by
Commissioner Francolino to accept the Treasurer’s Report as
discussed. All in favor, motion carried.
7. Monthly Monitoring and Sampling Report
Chairman Francolino stated the recreational shell fishing areas are
currently administratively closed until April 1, 2024 or thereafter
when satisfactory samples are returned. He is hoping this year will
be a productive season for recreational shell fishing in the approved
recreational shell fishing areas and is hopeful that certified little
neck clams will be readily available for purchase. In past years
when the Commission was able to restock the areas there was a
significant increase in permit sales.
8. New Business
a. Update regarding Commission appointments and resignations.
Chairman Francolino stated that he was in contact with Doug
Lawson who stated that he had submitted his resignation from the

Commission to the First Selectman and Town Clerk. Chris Calkins
appointment expires this month and the Commission will contact
him to determine if he would like to be re-appointed. A general
discussion was held regarding the need for additional Commission
members going forward. It was confirmed with the Town Clerk that
Commissioner Porter can serve as the Treasurer as an alternate until
he is appointed as a full voting member.
9. Old Business
a. Discussion Regarding FYU.2025 Social Services Funding Request
It was determined that the first budget meeting is scheduled in
early February and that Treasurer Porter will attend the meeting to
answer any questions and explain what the funding request is
designated for.
b. Discussion Regarding the Shellfish Resource Management Plan
Commissioner Drennen was not present at the meeting to discuss
the updates that were requested by the Department of Agriculture
to the maps and this item will be added to the next agenda for an
update.
10. Public Comment Regarding Items Specifically Pertaining to
Waterford Shellfish Business
There was no one in attendance at the meeting to address the
Commission.
11. Adjournment
There being nothing further to discuss the January 2, 2024 regular
meeting of the Waterford Shellfish Commission adjourned at 7:45

p.m.
