Waterford Senior Citizens Commission  
Regular Meeting Minutes  
Tuesday, September 24, 2024 at 4:00pm  
 
Present: Joyce Vlaun (Chairperson), Dina Lopes (Vice-Chairperson), Rick Beaney, Anne Darling, 
Tom Kennedy, Susan Marelli, Dan Rissi  
 
Also Present: Dani Gorman (Human Services Administrator), Terry Wheeler (Assistant 
Director), Heidi McSwain (Human Services Coordinator)  
 
I. 
Call to Order: Joyce Vlaun called meeting to order at 4:00pm 
 
II. 
Establish a Quorum: Quorum was established  
 
 
III. 
Public Comment: No public comment 
 
IV. 
Approval of the minutes of the August 27, 2024 meeting: motion made by Dina Lopes 
to approve minutes of the August 27, 2024 meeting. Rick Beaney seconded the 
motion 
    Motion passed 5-0-2  
 
V. 
Correspondence: Dani Gorman informed the commission that a letter regard 
bequeathment was sent to the Town Attorney.  
 
VI. 
Committee Reports:  
a. Budget: Dani Gorman let the commission know that the guidelines for the 2026 
budget would be sent out in October.  
b. Nomination committee: commission members signed up for sub-committees. 
Commission was also notified that a nomination to fill a vacancy on the 
commission will go before the RTM at the October 7th meeting.  
c. Planned Giving: None 
d. Transportation Sub-Committee: Rick Beaney let the commission know that 
transportation remains busy  
e. Policies Ad Hoc Committee: None  
 
VII. 
Director Report: Dani Gorman informed the commission that human services cases 
remain high, especially housing cases. Dani Gorman let the commission know that 
Rich Messina who transferred over from the assessor’s office has been busy with 
Veterans cases. Gorman also stated that the Arnold Holmes Memorial Park was 
nominated by Terry Wheeler for the Age Well Across America for the state of 
Connecticut. Terry Wheeler presented the latest Loop Newsletter to the 
commission. Discussion followed on programs, motion made by Rick Beaney to hold 

a Hands Only CPR Course at the Waterford Community Center. Dina Lopes and 
Tom Kennedy seconded motion  
Vote: 6- 1-0 Motion passed.  
Motion made by Dan Rissi to accept Dani Gorman’s Directors Report as presented. 
Dina Lopes seconded motion  
7-0-0 Motion passed

New Business: No new business

Adjournment: Motion to adjourn made by Dina Lopes and seconded by Anne Darling
