Waterford-East Lyme Shellfish Commission
Amended Meeting Minutes
Thursday, June 20, 2024
Waterford Town Hall, 7:00 pm
Members present: Peter Harris, Paul Spakowski, J Patrick Kelly, Fred
Wise, Larry Tytla, and Marcia Benvenuti
Members absent: Rick Kanter, Tom Bowlen
Guests: Chief Warden Chmiel, acting ex-officio Anne Cicchiello
1) The meeting was called to order at 7:00 pm and a quorum established.
2) Review and approval of previous meeting minutes:
May 16, 2024 Regular Meeting minutes approved on a motion by Mr.
Kelly, seconded by Mr. Spakowski, vote 5-0, Ms. Benvenuti
abstained.
3) Review and approval of treasurer’s report
a. Mr. Kelly reviewed the Treasurer’s report sent by e-mail
earlier. Report was approved on a motion by Mr. Spakowski,
seconded by Mr. Tytla, vote 6-0.
b. Mr. Kelly reviewed CD interest rates and proposed 2 CDs be
opened, 1 for 8 months at 4.75% and 1 at 30 months at 4.25%,
proposal approved on a motion by Mr. Spakowski, seconded by Mr.
Wise, vote 6-0.
c. Motion to allocate $3300 for annual CPA review made by Mr.
Harris, seconded by Mr. Tytla. Motion approved 6-0.
4) Chief Warden’s Comments : Chief Warden Chmiel gave his report to
the commission. Shellfishing activity is increasing as the
water warms up. The condition of the Waterford Town Dock was
discussed and Mr. Harris will call WTFD First Selectman Brule to
get an update on the repair work.
5) Old business: Mr. Wise reviewed pricing on clam and oyster stock from
various vendors as well as the potential for acquiring scallop seed.
No action taken at this meeting.
6) New Business
No new business presented at this time.

7) Ex-Officio comments : Ex-officio Mackenzie was unable to attend the
meeting and Selectwoman Anne Cicchiello attended in his absence, no
town matters were presented.
8) Correspondence : No correspondence was presented.
9) Public Comment : Terry Lineberger, Niantic River Road, Waterford CT,
concern was mentioned about only using one vendor for oysters, comment
was made to a bigger picture financial analysis vs the single number
on the quote due to previous legal costs one vendor has cost the
municipalities.
10) Adjournment : Meeting adjourned at 7:44 pm on a motion by Mr.
Spakowski, seconded by Mr. Kelly, motion approved 6-0.
