     Waterford-East Lyme Shellfish Commission

                                                  Meeting Minutes
                                       Thursday, Aug 15, 2024

                                     Waterford Town Hall, 7:00 pm


      Members present:  Peter Harris, J Patrick Kelly, Larry Tytla, and Fred
      Wise.  Rick Kanter and Tom Bowlen arrived at 7:22 pm (were able to
      vote on agenda item 5).
      Members absent: Marcia Benvenuti, Paul Spakowski
      Guests: Chief Warden Chmiel, ex-officio Don Mackenzie

   1) The meeting was called to order at 7:00 pm and a quorum established.

   2)  Review and approval of previous meeting minutes:
           July 18, 2024 Regular Meeting minutes approved on  a  motion  by
           Mr. Tytla, seconded by Mr. Wise, vote 4-0.


   3) Review and approval of treasurer’s report
           Mr.  Kelly  reviewed  the  Treasurer’s  report  sent  by  e-mail
           earlier.  Report was approved on a motion by Mr. Tytla, seconded
           by Mr. Wise, vote 4-0.




         4) Chief Warden’s Comments : Chief Warden Chmiel gave his report to
            the commission.


   5) Old business:  Discussion and potential  action  on  the  purchase  of
      oyster or clam stock.  Motion made  by  Mr.  Kelly,  seconded  by  Mr.
      Harris to purchase $4000 worth of  oysters  ($200/1000  oysters)  from
      Niantic Bay Shellfish Farm.  Motion approved 6-0.

   6) New Business
           No new business presented at this time.
           .


   7) Ex-Officio comments : Ex-officio Mackenzie discussed the prompt
      formation of the East Lyme Fair Rent Commission.

   8) Correspondence : The commission discussed a proposal from East Lyme
      Harbor Management/Shellfish Chair Steve Dinsmore to consolidate the
      recreational shellfish areas of the Niantic River and the Niantic Bay
      (East Lyme waters) to a single permit.  Discussion ensued discussing
      pros and cons of this proposal.  No action taken at this time.



   9) Public Comment : Mr. Wise conveyed an invitation from the Chair of the
      Waterford Harbor Management Commission to WELSCO and the East Lyme
      Harbor Management/ Shellfish Commission to meet on a regular basis to
      discuss items of a mutual interest that would improve the Niantic
      River.  WELSCO discussed and agreed this is a good idea.


  10)  Adjournment : Meeting adjourned at 8:10 pm on a motion by Mr. Kanter,
      seconded by Mr. Kelly, motion approved 6-0.
