Waterford-East Lyme Shellfish Commission
                      Meeting Minutes
       
                Thursday, June 16, 2022
      
                      Waterford Town Hall, 7:30 pm
Members present:  Peter Harris, J. Patrick Kelly, Marcia Benvenuti, Larry Tytla, Eric Kanter, 
Paul Spakowski, Tom Bowlen, and Fred Wise
Members absent: none
Guests: Chief Warden Chmiel, ex-officio Dan Cunningham
1) The meeting was called to order at 7:30 pm and a quorum established. 
2)  Review and approval of previous meeting minutes:
May 19, 2022 Regular Meeting Minutes – Minutes approved following a motion by Mr.
Kelly, seconded by Mr. Spakowski, vote 8-0.
3) Review and approval of treasurer’s report
Treasurer briefed the commission on the Treasurer’s report sent by e-mail earlier.
Report was approved on a motion by Mr. Spakowski, seconded by Mr. Tytla, vote 8-0.
4) Chief  Warden’s  Comments : Chief Warden Chmiel gave the warden report to the commission.
Shellfishing is slow this time of year, boat is running well.
5) Old business:
a.
Ms. Benvenuti inquired about the repairs on the town dock.  Mr. Harris will e-mail 
Waterford Finance to request funding is allocated in next year’s budget.

6) New Business
a.
Mr. Wise will get oyster seed pricing from vendors for potential purchase.  Mr. Harris 
will e-mail DA/BA about purchasing clam and/or scallop seed from out of state 
vendors.  Depending on the response from DA/BA, Mr. Harris may contact out of state 
vendors.
b.
Mr. Harris made a motion, seconded by Mr. Spakowski, to allocate $650 for the 
purchase of a new seat console unit for the Warden boat.  Motion approved 8-0.
c.
Mr. Harris made a motion, seconded by Mr. Spakowski, to pay Save the River-Save 
the Hills $2500 for the pump-out boat program.  This represents 1/3 of the municipal 
funding, the other 1/3 will be paid for by the Town of Waterford, and the remaining 1/3 
will be paid for by the Town of East Lyme.  Motion approved 8-0.
7) Ex-Officio comments : Ex-Officio Cunningham discussed East Lyme Day which will take place 
on July 16, 2022.
8) Correspondence : Mr. Harris briefed the commission on an e-mail sent to Waterford First 
Selectmen Brule and Waterford Town Attny Avena regarding the WELSCO Treasurer.
9) Public Comment :
No public comment
10)  Adjournment : Meeting adjourned at 7:59 pm on a motion by Mr. Spakowski, seconded by Mr.

Tytla, motion approved 6-0.
