Lengthy discussion centered on green alternatives, the length of the contract, requirements of the
contract, price control, ability of town to be released from the contract, the condition of the existing oil

tanks and removal concerns, other options, time sensitivity of the contract, and whether the buildings

Hello,
| am writing as a concemed citizen of Waterford who has recently heard about the
potential deal to install natural gas in two town buildings.
| am a millennial who is quite concerned about climate change, especially its local
impacts on my community and the town of Waterford. Current projections from NOAA and the
Connecticut Institute for Resilience and Climate Adaptation predict a sea level rise of the Long
Island. Sound by up to.20 inches by the year 2050. Will | still be able to visit Harkness and
Waterford Beach with that level of change? Will floods from natural disasters and ‘once ina
lifetime storms’ Impact my neighbors that live closer to the.water on a regular basis? Will it make
sense for me to move further away from the.coast for triore protection and security in my
property values’ | enjoy living in Waterford, but worry about my future here if climate actions.are
not acted upon promptly by the community and its-leaders.
The.state of Connecticut has made ambitious strides towards reducing climate change.
Connecticut established the 2008 Global Warming Solutions Act'and the 2018 Act Concerning
Climate Change Planning and Resiliency, which. “seek to decarbonize electricity generation, the
transportation system, and thermal energy for all buildings, in an effort to cut greenhouse gas
emissions [...] to 45% below 2001 levels by 2030" per Govemor Lamont’s Executive Order'3
from September 2019. This executive order also set greenhouse gas emissions targets of
establishing a net-zero carbon grid by the year 2040.
This suggested plan to install natural gas lines for Waterford town buildings does nat
support the-state of Connecticut's plans and goals to reduce climate change. It will directly
contribute to further climate change and worsen future Impacts to our coastal town by continuing
our reliance on fossil fuels and contributing to further greenhouse gas emissions. If natural gas
lines and infrastructure continue to be installed, Connecticut's goal of a net-zero future cannot
be reached. The goals set by the state Include substantial reduction in greenhouse gas
emissions by the.year 2030 and 2040, which are less than ten and twenty years away
respectively — these targets. cannot be reached by signing long-term contracts for continued
reliance on fossil fuels. | suggest pursuing alternative heating sources, such as heat pumps or
electric heat, which can be powered by renewable energy.

| write to raise questions about the Eversource proposal to the town of Waterford to be decided at the upesming RTM
meeting. My questions concern both thé content and the process around this proposed agreement.
.
1. Why is the town not considering solar arrays to provide an energy source far these two buildings? Solar power is far
more environmentally friendly than gas. Changes'in our climate are happening now not in the future, thus consideraton
should be made for long term climate friendly energy sources, Or why nat consider wind power that could be available’
in the coming years. {s Waterford, a coastal town, preparing for the consequences of imminent ¢limate changes?
2. Why is this decision being made without input from residents? | note that action is required to waive a 15 day waiting
period when residents could given Information and oppertunity to respond.
3. Why is this agreement required to be in effect for 25 years? That is an unusually long period given the rapidity of
changing environmental conditions and given the fact.that‘a wind energy source is being developed right now very close
to Waterford.
tam also concerned that this is a rapid push by Eversource which has a history of changing its conditions. regardless of
original proposals. Asan example, when residents first installed solar arrays on their homes excess energy could be put
on the grid and the resident received credit for the unused energy. Without publicity or public knowledge Eversdurce
was able to get legislation passed that stopped that incentive as of Deceiiher 31, 2021. It appears that, again,
Eversource is pushing a ‘deal’ that may or may not be stable, certainly not over 25 years,
ido acknowledge that gas is cleaner for our environment than oil so | applaud consideration of alternatives to. oil.
However, there may well be cleaner alternatives than gas within the next few years if not now.
| urge the RTM to take time to hear from Waterford residents and take time to explore the long term effects and :
alternative possibilities,

Dear members of the Waterford RTM,
Recently, numerous articles regarding affordable housing have appeared in The Day, The CT Mirror and
the Hartford Courant. These write-ups have identified numerous reasons for the high costs of housing in
the area — everything from zoning regulations to development costs to resistance from neighbors. While
these reasons are certainly viable, they don’t tell the full story.
A Waterford home that was recently renovated and listed on Zillow highlights a major, albeit rarely
mentioned, factor contributing to the high cost of housing. This nicely-appointed, 1,100 square foot,
three-bedroom, two bath home in the Cohanzie section of town lists for $289,900.
According to Zillow estimates, principle and interest on this great starter (or retirement) home is $1,100,
with taxes listed at $401, and insurance listed at $101, per month.
In this scenario, the monthly taxes and insurances are almost equal to half of the principle and interest
(P&I) payments. Furthermore, if Private Mortgage Insurance (PMI) is required (as is the case for many
first-time home buyers), the tax and insurance total becomes greater than 50% of the P&I.
Developers respond very well to market demand, even in situations where planning and zoning
departments and regulations can be difficult to work with. Banks, especially local ones, have a vested
interest housing that is affordable and-sustainable. They along with the homeowner(s) are investors in the
property.
What none of these folks —the developer, the banker and the homeowner ~ can do, is control factors like
excessive property taxes and costly homeowner insurance. These factors remain outside their sphere of
control... ‘but well within the RTM’s control.
Existing homeowners often note that, long after their mortgage is paid in full, property taxes and
insurances increases over time nearly match their original mortgage principal and interest payments. This
tax burden usually forces homeowners to postpone maintenance and upkeep, reduce discretionary
spending which affects small businesses or decide to sell.
In the case of the aforementioned Waterford property on Zillow, it appears the developer was able to
deliver an affordably-priced home, the bank seems to be able to provide reasonable financing considering
that the principle and interest is estimated at $1,100 per month, this at face value appears to be very
competitive when compared to the rent alternatives in the local area and surrounding towns.
In turn, questions can be posed regarding the property tax and insurance burden, and whether or not a
potential buyer can be found. You’d be hard pressed to convince a first time buyer that taxes and
insurances that are almost equal to 50% of the P&I, with guaranteed annual property tax and insurance
increases is worth the investment.
Town leaders play a key role in ensuring that housing remains affordable. That affordability means
allowing builders to make a reasonable profit, allow banks to make good, long term investments and to
facilitate what is needed to prevent excessive property taxes from preventing first time home buyers from
entering the market and for keeping existing homeowners that have invested time and effort in creating
sustainable communities from leaving.

The COVID-19 pandemic may have created an artificial, short — term demand for local suburban housing.
But hopefully, as budget season gets underway, the members of the RTM will consider all of the
contributing factors behind the housing crisis, and the role that the town budget — particularly taxes — has
in either exacerbating or remedying it.

1 would like to bring forth a recommendation for a new procedure regarding the budget review process for
the Town of Waterford. As a former, twelve-year member of the Board of Finance and now an elected
official and department head, I believe that I bring an informed perspective to this proposal.
As the three major reviewing entities scrutinize the thirty-nine budgets each year, department heads spend
a great deal of time in the preparation and defense of their respective budget requests. This procedure
includes two appearances in front of each of the three reviewing bodies — the assigned evening to present
and defend your budget and the final night approval. While it is of extreme importance to defend your
department budget, I feel that it can be unnecessary for department heads to be present at the final night
approval if your department’s budget is not under further scrutiny or questioning.
It would be my suggestion that, for final night approval only, department heads would only be required to
attend if the board reviewing budgets that evening had requested additional information or required that
particular representative to be present in order to answer further questions. The budget process should not
entail needless evening hours for those whose budgets have been fully vetted and there is no need for
further investigation. The budget process should never entail a “gotcha” moment or a surprise cut to a line
item. Full disclosure on both sides is the hallmark of good government.

Capital and Non-Recurring designated line #20547-57747 for UPS Systems Project (UPS System for
Communications) and forward onto the RTM for approval.

RE: _Eversource General Gas Service New Negotiated Agreement

After additional re-negotiations with Eversource, the Board of Selectmen is scheduled to have a
Special Meeting on Monday, March 28, 2022 at 5pm, to consider and act on a recommendation
to the Representative Town Meeting to approve a revised Eversource General Gas Service
Agreement for the Public Safety and Police Station buildings and authorize the First Select
