RTM Members,
The Board of Selectmen at their February 15, 2022 meeting authorized the First Selectman to
sign the two natural gas agreements with Eversource. It was the Opinion of the Town Attorney
that this. should be brought before the RTM for their review (before the contract is signed)
because it was a long term (25 year contract).
Staff has been working with Eversource for months to reduce the contribution normally required
by a town for a gas line extension to a building. It had started at $800,000, then to $650,000
and finally, they could offer the agreement that eliminated any town contribution. The length of
extended to the Library, but that would have required the Library being online by December
2023 and that could not be achieved by the Town.

Dear Members of the RTM:
The Civic. Triangle is the home to the majority of our general government municipal buildings
(the Municipal Complex houses just the Public Works and Utilities Commission facilities). At
this location, the Town Hall heating source has already been converted to natural gas from
heating oil leaving the Police Station, Library and Public Safety buildings. remaining on heating
oil. The Municipal Complex and the Community Center also use natural gas as a heating
source.
The underground storage tanks at the two facilities have or will in the near future exceed the 30
year life expectancy and must be removed per DEEP regulations.
¢ Police Station has a 2,500 galion tank installed in December 1991, end of service life is
December 2021 and a waste oil tank (550 gallon) with the same end of service.
* Public Safety has a 6,000 gallon tank installed in April 1994, end of service life is April
2024.
To address the end of service of the underground tanks, there are three options all which
require the removal of the underground tanks 1) remain on heating oil and replace the existing
underground heating off tanks with above ground heating oil tanks, 2) install natural gas, or 3)
install Variable Refrigerant Volume (VFR) with an alternate heating source. VRF is not
recommended due to its inability to overcome air distribution and air quality issues.
The Department recommends the use of natural gas where the service is available for the
following reasons;
« Town had selected natural gas for the Town Hall (albeit just for backup heating), the
Municipal Complex and the Community Center.
« No scheduling of fuel deliveries.
« No storage tanks to:install, maintain and replace in the future
« Natural Gas produces less CO2 emissions than heating oil
« Natural gas has higher efficiencies
With the assistance of the Planning Director, Eversource was contacted to determine if their gas
service could be extended and if so, would there would be a connection charge.
Eversource has responded that the Police Station and the Public Safety buildings could be
served by an agreement with the Town. The-stipulation is that the Town commence service by
the end of next year (December 2022) for the Police Station and December 2023 for the Public
Safety Building. Eversource had worked hard to eliminate the connection charge, so there
would be no cost to get gas right up to the buildings.

For the Police station, funding in the amount of $250,000 was authorized to remove the waste
oil and heating oil tanks and install a new above ground heating oil tank unless gas was
available. Using natural gas, the scope would be to remove the two underground tanks and
replace the heating oil burner with a natural gas unit. An option which will be considered is
replacing the boiler with a gas condensing unit resulting in increased efficiency (95%) and a new
heating unit. A small above ground tank (500+/- gallon diesel) would be installed for the
emergency generator if the generator can’t be modified to use natural gas as a fuel.
For the Public Safety building, requested in the upcoming Department's FY23 Capital Budget is
funding for the removal and replacement of the underground heating oil tank and install a new
above ground heating oil tank unless gas was available. Using natural gas, the scope would be
to remove the underground tank and replace the two small heating oil boilers with a natural gas
units. A smail 500 (+/-) gallon diesel above ground tank would be installed to fuel the
emergency generator if the generator can’t be modified to use natural gas as a fuel.

1. The Service Lines installed by us are our property, and
we will retain ownership of them even after service or this
Agreement has ended, All pipe and equipment beyond our meter
will be furnished, installed (including pressure testing and
approval by local authorities), owned, repaired and maintained by
you, We will leave our installation area level with its surroundings
and clean from any debris we created. You are responsible for
restoring the installation area. If we disturb your paved area or
sidewalk, we will patch/repair only the affected area,
2. Ifa Contribution Amount is required (as indicated on the
first page of this Agreement), then that payment is due and owing
to Us Upon your execution of this Agreement, and this Agreement
cannot become effective until you have fully paid the
Contribution Amount.
3. In our cost estimating, we have used reasonable efforts
to determine the conditions under which the Service Lines will be
installed. However, you agree that, in the event certain
circumstances happen or are encountered including, without
limitation; (a) presence of ledge or rock requiring excavation; (b)
presence of retaining walls or extensive landscaping; (c) a
requirement for new or expanded access rights; (d) steel pipe
installations; (e) location on a state highway; ( requirement to
cross a culvert, stream or other obstacle; (g) location on a newly
paved or concrete road; (h) the requirement of frost excavation;
(i) the requirement of environmental remediation or any other
goyemmental requirement; (j) the presence of underground
facilities of other utilities (including your own facilities that you
have installed on your property like irrigation systems, interior
piping, and electric systems); or (I) any other condition not
included within the calculation of ovr project cost estimate and
which results in additional costs to us, then we reserve the right to
require that you pay an increase in the Contribution Amount ora
first-time Contribution Amount (if we did not require a
Contribution Amount upfront). You also will pay the costs of any
construction delays attributable to you. You will pay those
amounts within 30 days after receiving our invoice,

described in Section 3(j) above) located on your property. We will
not be responsible for damage to any underground facility that
have not heen properly marked or that has resuited from your

locations where the Service Lines are subject to vehicular traffic;
and (b) all necessary property easements in accordance with our

manifold with a metal tag or other permanent identification.

maintaining service not within our reasonable control, such as
weather, adverse field conditions, work stoppage, acts of God or
other similar event or occurrence. You must take service under
this Agreement within 60 days after the date we have installed the
Service Lines, If you do not take service within that period, then
we have the right to terminate this Agreement, and you will have
to pay us for the casts we paid or incurred to have installed the
Service Lines, plus the costs we will have to pay to carry and retire
them, and all related costs.
1 This Agreement will remain in effect for the Term
Indicated on the first page of this Agreement, unless sooner
terminated by us as allowed under the Tariff, the Rules, this
Agreement and/or the law, and will automatically remain in effect
