AGENDA ITEM C — February 7, 2022 Minutes & February 28, 2022 Minutes.
MOTION by Steward-Gelinas, seconded by Condon to approve the February 7, 2021 & the February 28,
2022 as presented.
VOTING IN FAVOR: Unanimous.
CORRESPONDENCE
Moderator Goldstein noted that a letter was received from Town Clerk David L. Campo in regard to
ordinance review of Chapter 2.42 Route 11 Greenway Authority Commission, an anonymous letter in
regard to home values, a letter Tax Collector Alan Wilensky in regard to attendance at the final night of
the budget review, an L&A report, a letter from resident Ray Drennen, 11 Gunshot Rd, in regard to the
condition of Gardners Woods Rd and the roads in the area of the Millstone Point Association, a letter
from RTM Member Thomas Dembek questioning the process of how money for roads is being
appropriated, and a letter of recommendation for appointments from the Republican Town Committee.
Moderator Goldstein noted that items could be discussed further in NEW BUSINESS or with its’
respective call item.
PUBLIC COMMENT
Michael McDonald, 15 Laurel St, raised concerns about his need to park his work vehicle in the street or
on his property, but due to current regulations, he cannot.
Resident William Herzfeld, 6 Graham St, spoke in opposition to the passing of Items 5 & 6 on the

agenda.
Resident Tennyson Benedict, 239 Great Neck Rd, spoke in opposition to Item 5.
Resident Emily Polakowski, 24 Savi Ave, spoke in opposition to item 5.
AGENDA ITEM F
Mary Childs noted that the Moderator’s Report needed to be corrected. The date RTC was incorrect for
Short Term Rentals.
CALL ITEM 1 — Senior Citizens Appointments
NOMINATION by Girard, seconded by Steward-Gelinas, of Kathleen McNamara, 27 Beacon Hill Rd,
Waterford, as a reappointment to the Senior Citizens Commission. (Term 04/04/2022 — 04/07/2025)
VOTING IN FAVOR: Unanimous
NOMINATION by Driscoll, seconded by Gauthier, of Joyce M Viaun, 12 Wallace St, Waterford, as a
reappointment to the Senior Citizens Commission. (Term 04/04/2022 — 04/07/2025)
VOTING IN FAVOR: Unanimous
MOTION by Driscoll, seconded by Garvin, to table the remaining expired term. (Term 04/04/2022 —
04/07/2025)
CALL ITEM 2 — Fiber Upgrade
PRESENTATION: Information Technology Manager Jeffrey Robillard.
MOTION by Steward-Gelinas, seconded by Dembek, to approve a recommendation from the Board of
Finance for an appropriation in the amount of $5,380 from the Capital Non-Recurring designated line
#20547-57846 for Fiber Upgrade.
Brief discussion ensued.

CALL ITEM 3 — Information Technology Switches
PRESENTATION: information Technology Manager Jeffrey Robillard.
MOTION by Steward-Gelinas, seconded by Dembek, to approve a recommendation from the Board of
Finance for an appropriation in the amount of $20,242 from Capital and Non-Recurring designated line
#20547-57861 (Switches).
Brief discussion ensued.
MOTION PASSED: Unanimous
CALL ITEM 4: UPS Systems Project
PRESENTATION: information Technology Manager Jeffrey Robillard.
MOTION by Steward-Gelinas, seconded by Dembek, to approve a recommendation from the Board of
Finance for an appropriation in the amount of $10,915 from the Capital and Non-Recurring designated
line #20547-57747 for UPS Systems Project (UPS System for Communications).
MOTION PASSED: Unanimous
CALL ITEM 5: Eversource Gas Line Agreement
PRESENTATION: Director of Planning Abby Piersall, Director of Public Works Gary Schneider.
MOTION by Steward-Gelinas, seconded by Muckle, to approve a recommendation from the Board of
Selectmen to approve a revised Eversource General Gas Service Agreement for the Public Safety and
Police Station buildings and authorize the First Selectman to sign on the Town of Waterford’s behalf,

pending approval by legal as to form.
Lengthy discussion centered on green alternatives, the length of the contract, requirements of the
contract, price control, ability of town to be released from the contract, and the time sensitivity of the
contract.
VOTING IN FAVOR: Bracciale, Condon, Dembek, Garvin, Girard, Goldstein, Healy, Holmes, Muckle,
Rocchetti, Steward-Gelinas, Sugrue, Welch.
VOTING AGAINST: Attanasio, Childs, Driscoll, Fioravanti, Gauthier, Gonzalez, Kohl, Konstantakis, Larder,
Radin.
MOTION PASSED: 13-10
CALL ITEM 6 — Emergency Legislation
MOTION by Steward-Gelinas, seconded by Muckle, to deem the previous legislation as “emergency
legislation”, waiving the 15 day waiting period.
VOTING IN FAVOR: Bracciale, Dembek, Garvin, Goldstein, Healy, Holmes, Muckle, Rocchetti, Steward-
Gelinas.
VOTING AGAINST: Attanasio, Childs, Condon, Driscoll, Fioravanti, Gauthier, Girard, Gonzalez, Kohl,
Konstantakis, Larder, Radin, Sugrue, Welch.
MOTION FAILED: 9-14
CALL ITEM 7 ~ Cell Phone Tower
MOTION by Steward-Gelinas, seconded by Muckle, to table until the June Meeting of the RTM.
MOTION PASSED: Unanimous
NEW BUSINESS:
MOTION by Driscoll, seconded by Steward -Gelinas to move the subject of the letter from Town Clerk,
David L. Campo in regard to a review of Chapter 2.42 Route 11 Greenway Authority Commission of the
Waterford Code of Ordinances to the Legislation & Administration Committee.
MOTION PASSED: Unanimous
Discussion ensued in response to a question by RTM Member Ted Olynciw on how to handle
correspondence addressed to the RTM anonymously.
MOTION by Condon, seconded by Driscoll, that the RTM resolves that letters addressed to the RTM will
not be included as part of the agenda or minutes if the Town Clerk is unable to ascertain the author.
MOTION PASSED: Unanimous
Brief discussion in regards to a letter from Ray Drennen to the status of Gardiners Wood Road. Public
Works Director Gary Schneider stated that the road has been moved up and is being addressed, slated
to be addressed by the BOS at an upcoming meeting. (See Attachment)
Brief discussion in regard to letter received from Tax Collector Alan Wilensky.
No action taken.

Dear Mr. Goldstein,
| wanted to get a message to the RTM (Publics Works Committee) concerning Gardiners
Wood Rd and the current condition of the water and potholes. The road is becoming unsafe!
What is the current time table and plans to fix the road?
Also are there plans to repair the curbing and the roads in the area of Millstone Point
Association ( Millstone Rd E, Gun Shot Rd, Race Rock Rd, LandyardLn, Windward Way)?
The curbing is deteriorating and rebar is exposed.
This is dangerous and someone is going to get injured.
Any feedback would be appreciated.
