Town of Waterford Shellfish Commission
Meeting Minutes of Tuesday, August 6, 2024 – 7:00 p.m. at the
Waterford Town Hall
1. Call to Order.
Chairman Francolino called the regularly scheduled meeting of the
Waterford Shellfish Commission to order at 7:03 p.m. after
establishing a quorum.
2. Pledge of Allegiance.
3. Roll Call
Present were Commissioners Francolino, Drennen, Porter and
Calkins. Absent were Commissioners Jamroga and Healy.
4. Approval of the July 2, 2024, Meeting Minutes
Motion made by Commissioner Porter, seconded by Commissioner
Drennen to approve the July 2, 2024, meeting minutes as filed.
Voice vote, 4-0, all in favor, motion carried.
5. Correspondence
Chairman Francolino continues to forward all correspondence he
receives to the Commission members in between meetings to keep
everyone up to date regarding Shellfish Commission business and
upcoming events.
6. Treasurer’s Report
Treasurer Porter reviewed the expenditures and revenues from the
most recent report generated from the Finance Department with the
Commission and stated he collected and deposited four hundred
and ninety dollars and fifty cents ($490.50) from Riverside Grocery
from the sale of eighteen recreational shell fishing permits.
Motion made by Commissioner Calkins, seconded by Commissioner

Drennen to approve the Treasurer’s Report as discussed. Voice vote,
4-0, all in favor, motion carried.
7. Monthly Monitoring and Sampling Report
Chairman Francolino stated the recreational areas are currently
open, but he does anticipate closures with the impending storms
predicted for this week. He will keep the Commission members
updated as he receives closure notices.
8. New Business
The Commission does not have anything to discuss under New
Business this month.
9. Old Business
a. Update Regarding Progress to the Waterford Shellfish Resource
Management Plan and Maps
Commissioner Drennen has not yet received the updated map for
the Plan from the State, but he will follow up on the progress and
report back to the Commission with his findings. The updated map
is the only piece of the Plan that the Commission is waiting on
before it can be submitted to the Town Attorney for review and
approval.
Chairman Francolino stated he has installed the signs in the
recreational shell fishing areas for the season.
b. Update Regarding Re-stock for the 2024 Recreational Shell
Fishing Season
The Commission discussed upcoming tides and the best days to
distribute the little neck clams into the recreational shell fishing
areas once they have been purchased. Once a date and time has
been selected by the Commission that will work best for all
involved, Chairman Francolino will purchase the little neck clams
and oysters for the Commission. The Commission has secured
enough boats to distribute the product into the recreational shell
fishing areas. Chairman Francolino will keep the Commission
updated and he hopes to get the product secured sooner than later.

Because there is heavy rainfall predicted this week, he will contact
the State to determine if the Commission is permitted to distribute
clams while the recreational areas are closed due to heavy rainfall.
10. Public Comment Regarding Items Specifically Relating to
Waterford Shellfish Business.
There was no one in attendance to address the Commission at this
meeting.
11. Adjournment
There being nothing further to discuss the meeting adjourned at
7:35 p.m.
