Recreation & Parks Commission - Minutes - 10/26/2021

The Recreation and Parks Commission held their regular meeting on Tuesday,
October 26, 2021 at the Community Center.  Chair Santos presided.

MEMBERS IN ATTENDANCE:  Cs. Santos, Erricson, Chiappone, Elci, Murphy,
Gardiner, Hall

MEMBERS ABSENT:  Cs. Scheiber, Beaney

STAFF:  Director Flaherty, Assistant Director McNamara, Program Coordinator
Sullivan

GUESTS:  Robert Tuneski, Board of Finance Liaison

MOTION #1:  Made by C. Erricson, seconded by C. Hall to accept the minutes
of September 28, 2021 as received.  So voted 7-0.

CORRESPONDENCE:

      ~ Commission meeting dates

      ~ Commissioner Elci’ appointment as liaison to the Historical Society

STAFF REPORTS:  In addition, the Director reported on budget expenditures
and revenues.  He will be working on the Annual Report, Capital
Improvements Budget, Fleet Management and the regular budget for 2022-2023
and he asked the members if they had any new ideas or additions to see him.
 The Harvest Festival was a huge success this year as well as the ribbon
cutting ceremony for the Accessible Path/Bathrooms at Waterford Beach Park.
 The Supplemental Firewood Program is opened for registration with
delivering starting in November.  The Town Center Plan is moving forward
with a request from the Planning Director for a letter of support for a
“Trail” grant funding.

A lengthy discussion was held on the updated job description for the
Program Coordinator’s position.

MOTION #2: Made by C. Gardiner, seconded by C. Erricson to accept the
Personnel Committee’s draft of the Program Coordinators’ job description.
The job description draft from Human Resources was reviewed .  Concerns
stated was the addition of a phrase after #13 in example of duties, but it
was pointed out that this is becoming commonplace in Human Resources.
Under Section G, concern was brought up regarding the added text “a
combination of education and experience that demonstrates the ability to
perform the responsibilities of this position may be considered in lieu of
the stated educational and experience requirements.”  Discussion was held.
Motion carried 7-0.

MOTION #3:  Made by C. Chiappone, second by C. Murphy to send a letter of
support to the Planning Director, for a “Trail” grant funding.  So voted 7-
0.

The Assistant Director reported projects that are in progress and or
completed.  The memorial bench from the Bonavito family has been installed
at Pleasure Beach. The new bathrooms at Waterford Beach have been closed at
an earlier time and will soon be shut down for the season.  Work continues
at the Civic Triangle’s Town Center plan.  Athletic field layouts and
lining for all sports and physical education classes continue along with
regular maintenance projects.  Paperwork for the purchase of a new mower as
listed in the Fleet Management Plan.  The old stage at Waterford Beach Park
has been removed.  Discussion was held on what will be used in the summer
of 2022 for the concert series.  The Board of Ed may have a stage we can
borrow or we will need to rent one.  A permanent solution is being
researched.



October 26, 2021 Commission Meeting



The Program Coordinator gave her last report and thanked the Commission
members for their support over the many years of service.  The Harvest
Festival was a success with many new attractions along with the regular
show of the Lifestar Helicopter, free bike helmets and the “touch-a-truck”,
and the Girl Scouts helping children to paint their pumpkins.  Her final
project is trying to set the fireworks program for New Years’ Eve
celebration.

COMMITTEE REPORTS:

      ~ Nominating:  The Chair asked if there were any additional
nominations for Chairman.

                                   Hearing none, she had the secretary cast
one vote for Kenny Hall as Chairman.                                    So
voted 7-0.

                           The Chair asked if there were any additional
nominations for Vice Chair.

                              Hearing none, she had the secretary cast one
vote for Melissa Chiappone as                       Vice Chair.  So voted 7-
0.

      ~ Co-Sponsored: The Assistant Director reported Youth Basketball
League and the Travel team
              in regards to practice availability.

      ~ Board of Education:  C. Hall spoke to the members regarding the
“shared services” between                                 Recreation and
Parks and the Board of Ed. A discussion was held.

MOTION: #4:  Made by C. Erricson, seconded by C. Murphy to adjourn.  So
voted 7-0.
