The Recreation and Parks Commission held a Special Meeting on Tuesday, November 30, 2021, 4:00
p.m.. at the Community Center. Chair Hall presided.’ tie
MEMBERS IN ATTENDANCE: Cs. Santos, Erricson, Elci, Murphy, Gardiner, Hall, Beaney, Scheiber. C.
Chiappone arrived at 4:07.
STAFF: Director Flaherty, Assistant Director McNamara
GUESTS: Robert Tuneski, Board of Finance Liaison
MOTION #1: Made by C. Erricson, seconded by C. Murphy, to accept the minutes of October 26, 2021
as received. So voted 7-0. C. Chiappone arrived late and C. Scheiber abstained.
Finance Liaison Robert Tuneski spoke to the members regarding the annual budget. A discussion was
held.
MOTION #2: Made by C. Gardiner, seconded by C. Scheiber to move to executive session to discuss
strategy and/or negotiations related to collective bargaining with multiple collective bargaining units
covering positions within the Recreation and Parks Department.
STAFF REPORTS: the Director reported on budget expenditures and revenues. Maintenance continues
into a busy fall schedule. The Assistant Director will report on projects on-going. He spoke on masks
being recommended in municipal buildings but continue to be required at the schools. He thanked the
staff for their diligence in handling the extra work while the Program Coordinator position is vacant. The
fall Swim Lessons program was successful with over seventy youths participating. The Senior Citizen
Wood Supplemental Firewood Program requests continue to be taken. Deliveries will begin in
December. The Annual Report is completed. The fiscal year 2023 budget is due on 12/10/21. A special
commission meeting will be required to approve it. The Capital Improvement Plan cover sheet for 2023-
2027 is in my report. Special events for the holiday season will be announced and preparation work is
underway.
The Assistant Director reported projects that are in progress and or completed. Youth Sports reported
that a new president, Greg Holmes, was appointed to Waterford Little League. Budgets are due for all
Co-sponsored Programs. Maintenance has completed many projects and continues keeping busy
preparing for the wood program, fixing a stair case at the Little League field in Quaker Hill. The men
have been busy collecting and delivering foods for the Youth and Family Services. Maintenance for the
Board of Ed properties is on-going. Preparations for the Thanksgiving Day football game was done.
MOTION #3: Made by C. Scheiber, seconded by C. Erricson to request an exstention date for presenting
the new budget from the First Selectman. So voted 9-0.

November 30, 2021 Special Meeting
COMMITTEE REPORTS: The Chair will be updating committee assignments ast the next meeting.
~ Historical Society: C. Elci reported that the Farmers Market will be held inside at the Town Hall as
soon as their insurance policy is set. :
~ Community Center: Assistant Director McNamara reported that the numbers of visitors to the Center
have picked up. There were 312 visits to the Center, non-program related, related to 259 in October.
A resident has asked the Director to lower the age of unsupervised youth to be lowered at the
Community Center. This will be researched by the staff.
MOTION #4: Made by C. Erricson, seconded by C. Murphy to adjourn. So voted 7-0.
