Committee of the RTM was called to order by Chairperson Jennifer Bracciale at 6:33 P.M. ©
ROLL CALL

Absent: April Cairns, Robert Swansen
Also Attending: Town Clerk David L.Campo, Town Attorney Robert Avena, Director of
Planning Abby Piersall
PUBLIC COMMENT on proposed changes to Chapter 12.08 Concerning the possession and
drinking of alcohol beverages in town parks and recreation areas. (March 26, 2021 Draft
Attached)
Chairman Bracciale opened the public hearing at 6:33 P.M.
RTM Member Danielle Steward-Gelinas asked for clarification of what the ordinance would
look like.
Town Attorney Robert Avena replied and answered questions.
Recreation and Parks Commission Member Melissa Chiappone noted the potential for fund
raising and a relief of liability for the Town of Waterford.
MOTION by Gauthier, seconded by Elci, to close the public hearing at 6:46 P.M.

The April 22, 2021 Special Meeting of the Public Health, Recreation & Environment Standing
Committee of the RTM was called to order by Chairperson Jennifer Bracciale at 6:46 P.M.

MOTION by Gauthier, seconded by Elci, to approve the minutes from the March 25, 2021
meeting.
VOTING IN FAVOR: Unanimous
AGENDA ITEM 5: Proposed changes to the Waterford Code of Ordinances Chapter 12.08
Concerning the possession and drinking of alcohol beverages in town parks and recreation
areas. (RTC 08-03-2020
Discussion ensued.
MOTION by Gauthier, seconded by Bracciale, to recommend to the RTM at the next Regular
Meeting to amend the Waterford Code of Ordinances Chapter 12.08 Concerning the possession
and drinking of alcohol beverages in town parks and recreation areas. (March 26, 2021 Draft

12,08.040 - Alcoholic beverages.
The possession or drinking of alcoholic beverages in any town park and/or recreational
area is prohibited, except as provided below:
A. Beer and wine sales and consumption may be permitted at grass field areas at the
Waterford Beach Park, as shown on Exhibit “A”, and the Jordan Green, as shown on
Exhibit ”B”, subject to the following terms:
a. Sale and consumption of beer and wine shall only be allowed subject to the
advance approval of the Waterford Recreation-and Parks CommissienBoard of
Selectmen. Applications shall be made on a form provided by the
CommissionBoard.
b. Beer and wine shall only be provided by an approved vendor. The approved
vendor shall have all required licenses and permits necessary to sell and serve
alcohol in the State of Connecticut. The approved vendor shall carry all
insurance required by the Town of Waterford, and shall name the Town of
Waterford as an additional insured. The approved vendor shall execute a
required hold harmless agreement.
c. Inno case will the possession of any alcoholic beverage, including beer and
wine, be permitted on the sand or dunes at the Waterford Town Beach.
